The Opportunity

As an IT Application Portfolio Director, you will have the opportunity to be responsible for overseeing the management and optimization of our organization's application portfolio for Human Resource Systems.

Your role will involve defining and implementing strategies to align our applications with business goals, optimizing costs, and ensuring efficient utilization of IT resources. By staying abreast of emerging technologies and industry trends, you will influence evaluation and prioritization of application investments. Additionally, this pivotal role involves managing and overseeing technology aspects of a platform migration from PeopleSoft, and related systems, to Oracle Fusion Cloud HCM.

This role works closely with business stakeholders such as our Director of Human Resource Systems and Director of People Analytics & HR Digital.

The Team

Black & Veatch's Business Enablement consists of critical groups that help enable the organizations people, projects, and businesses to be as successful as possible. Functions in this group include Digital & Information Technology, Global Finance, Global Human Resources, Legal, Risk Management, and Government Affairs and Real Estate and Building Services

Key Responsibilities

  • Develop and maintain the organization's technology portfolio strategy and roadmap in alignment with business goals.
  • Partner with business on alignment between technology initiatives and business objectives for HR & Payroll solutions.
  • Lead the IT service delivery and technical application support for all HR Business Systems, ensuring optimal performance and IT employee experience.
  • Manage vendors and third-party service providers to deliver system upgrades, patches, and technical support to optimize delivery of IT technical services and ensure stakeholder satisfaction.
  • Ensure the development and maintenance of technology system documentation, including configuration, processes, and procedures.
  • Assess and influence IT resources needs for projects including in or impacting the portfolio.
  • Oversee technology aspects of a platform migration from PeopleSoft and other systems to Oracle Fusion Cloud HCM, including planning, execution, and post-implementation support.
  • Manage a team of IT professionals, providing guidance, mentorship, and development opportunities.
  • Ensure compliance with relevant regulations and standards, maintaining the security and integrity of HR data.
  • Monitor system performance and address issues promptly to minimize disruption to HR operations.


Minimum Qualifications

  • Bachelor's degree. 15+ years of experience

Preferred Qualifications

  • Minimum of 10 years of experience in IT management, with at least 3 years in a leadership role focusing on HR systems and applications.
  • Proven experience with platform migrations, particularly from PeopleSoft to Oracle Fusion Cloud HCM.
  • Strong management skills, with the ability to lead complex projects and meet deadlines.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • In-depth knowledge of HR processes and systems, with a focus on enterprise-level solutions.
  • Experience managing and developing IT teams.
  • Strong analytical and problem-solving skills.
  • Knowledge of data security and compliance standards related to HR information.
  • Experience with cloud-based HR systems and technologies.
  • Certifications: Relevant certifications such as ITIL, COBIT, PMP, or similar are highly desirable
  • Familiarity with agile methodologies and practices.
  • Bachelor's degree in Information Technology, Computer Science, or a related field. A master's degree is preferred.

Normal office environment with a hybrid work schedule: 3 days in office and 2 days remote
