JOIN OUR TEAM AS AN ASSISTANT PUBLIC TRANSPORTATION DIRECTOR!
The role of Assistant Public Transportation Director involves responsible administrative work assisting the Public Transportation Director in all aspects of operations, budget administration, community outreach and media relations, including special projects, long range planning, personnel and formulating policies. Assist in ensuring implementation of the administrative, strategic, financial, and operational aspects of the department. This is a highly responsible managerial position reporting to the Public Transportation Director.
Essential Job Functions
Assists the Director in the overall management and administration of all departmental functions including policy and procedures, budget preparation, strategic planning, project management, partnership opportunities, organizational growth, professional and leadership development, public transportation planning, program analysis and forecasting, and facility planning and construction. Serves in the capacity of the Director in his/her absence; makes decisions and provides information as necessary. This position works closely with the Public Transportation Director, department managers and supervisors in developing and implementing department-wide goals, objectives, projects or internal process improvements.
Assists in establishing and implementing County-wide strategic initiatives, and management systems to achieve organizational goals and objectives. Seeks out and negotiates partnership opportunities to assist in achieving department objectives. May serve on a variety of boards and committees; prepares and presents reports and other necessary correspondence. Conducts department operational studies and investigations and make recommendations as appropriate. Establishes system for developing, reviewing, and evaluating the department's performance standards, benchmarks, key performance indicators and other related metrics.
Assists the Director with analysis of statistical data to determine trends and projections concerning community needs relating to public transportation activities. Assists in shaping project management process; prepares bid/construction documents, reviews drawings, plans, and specifications with respect to Transportation department needs.
Assists with interviews and recommendations for hiring, terminations, evaluations, and promotion of staff. Assists in developing professional and leadership development programs for the department. Fosters a positive work environment by developing employee engagement programs that align with and uphold the County's core values, ensuring a motivated and connected workforce.
Manages and leads comprehensive marketing and promotional initiatives to attract new riders, including marketing campaigns, targeted outreach efforts, and strategic website, social media, and newsletter activities. Strengthens public engagement by enhancing digital presence and ensuring consistent, impactful messaging across all platforms.
Manages and leads planning and project management activities. Creates agenda and support documents, develops and processes material and information, prepares correspondence, and conducts quarterly Transportation Disadvantaged Local Coordinating Board (LCB) meeting. Organizes and helps conducts public workshops as required in the development of public transportation plans. Responsible for extensive report writing and record keeping duties.
Assists with preparation of annual budget by researching and compiling pertinent information. Monitors budget expenditures for all operational activities. Represents department at meetings; serves as liaison between department and public, consultants, contractors, and County departments and offices. Performs related work as required.
Knowledge, Skills and Abilities
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Engineering, Urban and/or Transportation Planning or a related field and five (5) years of progressively responsible experience in public transportation administration and operations, including supervision and budget preparation required.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must Possess a valid Florida driver's license. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner and/or Six Sigma.
