Olympic College is recruiting for a Director of Program Development & Continuing Education.The Director of Program Development and Continuing Education has primary responsibility for the identification, development, and advancement of new and existing Professional-Technical and Continuing Ed programs. The Director establishes process and guidelines while working in collaboration with internal and external stakeholders toward the goal of effectively meeting workforce preparation needs in Kitsap and Mason Counties. The coordination of Workforce & Economic Development (WFED) outreach activities is an essential function of the position. The incumbent will work with the WFED Dean and the community and regional businesses to develop relevant programming, establish new partnerships and contracts, maintain the department budget, and increase enrollment and revenue. The Director will be responsible for the quality of training delivery and will oversee the work of instructors and contractors in order to successfully plan, develop and implement programming for the college's continuing and community education and training opportunities. This includes directing the planning, assessment, marketing, client management, proposal development, staffing, monitoring, and quality control across the service district.
Essential Functions

Program Development:
  • Serve as institutional liaison between OC and the State Board of Community and Technical Colleges (SBCTC) for new program development and program modifications.
  • Working with the Accreditation Liaison Officer, ensures compliance with state and Northwest Commission for Colleges and Universities (NWCCU) rules and guidelines.
  • Assists with program review, maintenance, and closure analysis for all existing programs offered through OC.
  • Actively work with internal (Vice President for Instruction, Deans, Faculty, Faculty Curriculum Committee, and the Instructional Program Planning and Review Committee) and external partners and stakeholders.
  • Lead research on local and regional occupational data, forecasts, and projections for professional-technical programs.
  • Make recommendations to the WFED Dean, academic deans and faculty regarding status or viability of pursuing new or existing programs.
  • Serve on related college committees, to include regular representation on the Faculty Curriculum Committee and Instructional Program Planning and Review committee.
Program Eligibility:
  • Assist the Dean in determining viable programs for Career Connect Washington and Career Launch.
  • Respond to the Workforce Board's Program Performance Report including the Eligible Training Provider (ETP) list, and help to keep the ETP list updated for OC.
  • Assist with I-BEST, and Veteran's proposals for SBCTC approval.
Outreach, Promotion, and Awareness:
  • Work with WFED team to oversee outreach activities.
  • Assist in the development and update of outreach materials for OC Professional-Technical programs and Workforce Development programs.
  • Collaborate with other internal and external partners and stakeholders to achieve above.
Continuing and Community Education:
  • Work with internal stakeholders across the college district as well as external stakeholders to plan and offer new and existing continuing and community education classes and programs.
  • Work with the WFED Dean and external stakeholders to assess client training needs and develop proposals for training solutions to provide customized training opportunities for business partners that align with department's revenue goals.
  • Develop consistent policies and procedures for continuing and community education, customized training, and contract training across the college district.
  • Direct the day-to-day programmatic operations including the identification, development, implementation, evaluation, and management of continuing and community education, customized training, and contract training programs.
  • Prepare periodic statistics, financial reports, and evaluation summaries.
  • Monitor training program quality including instructor qualifications, training design and delivery that is compatible for adult learners, current training methodologies and technologies, adequacy of facilities and tools, satisfaction, and transfer of skills to the workplace.
  • Working with the Director of Workforce Grants, secure and manage state grants and programs such as the Job Skills Program.
  • Recruit and contract with innovative and engaging course trainers, instructors, and facilitators.
  • Analyze situations and conditions by use of gap analysis, modeling, Strengths/Weaknesses, Opportunities Threat analysis, and other methods.
  • Facilitate budget management and program compliance with Olympic College policies and procedures.
  • With the WFED Dean, develop a set of core outcomes for unit and measure and track annual performance against objectives.

Other:
  • Participate in community events such as fairs, tradeshows, career expos, home and garden shows, or special seasonal events as a representative of the college as needed.
  • Act as OC college representative on regional and state meetings and boards, as assigned.
  • Perform other duties as assigned by the Dean for Workforce & Economic Development.

Qualifications

Minimum Qualifications:
  • Bachelor's Degree in Education, Business/Marketing, Organizational Leadership, Workforce Development, Public Administration, Social or Human Services, or related field required.
  • At least three years of experience in program oversight and budget management, and one year of staff supervision required. Equivalent education and experience that demonstrate the ability to perform the essential functions of the position may be considered.

This is a full-time exempt position scheduled to work Monday through Friday. The salary for this position is $91,267 - $102,676 annually, which includes a generous benefits package that includes the following.
