Napa County is seeking to fill one full time vacancy for the position of Staff Services Manager to join the Division of Operations' and lead the Application Support Team (AST) at the Health and Human Services Agency (HHSA). This position is responsible for managing IT operations and systems for Napa HHSA, ensuring data security, system reliability, and efficient service delivery, while also managing IT staff and budgets.

The ideal candidate will have excellent leadership, communication, and problem-solving skills with a strong knowledge of IT infrastructure, network security, and data management. With significant system transitions underway, the ideal candidate will have excellent project management skills, with significant experience in IT management, preferably in a government or healthcare setting. The AST Manager must have the ability to work independently and as part of a team, with strong organizational skills, and a commitment to providing excellent customer service.

This position serves a critical role in the Agency, which directs and supervises the Application Support Team which consists of six full-time staff who provide support for more than 30 information technology systems or applications used across Napa County HHSA. Some of these systems include the eligibility system for Medi-Cal and CalFresh (CalSAWS), the child welfare information system (CWS/CMS, transitioning to CARES), and our electronic health record system (Credible, transitioning to SmartCare).

HHSA and AST recently launched a new project management framework for IT projects at HHSA. The goal of this framework is to improve communication and collaboration on IT projects and ensure strategic alignment across HHSA. The AST Manager will deploy this framework and facilitate the HHSA Tech Steering Committee to ensure resources are allocated effectively, projects align with agency goals, and technology initiatives are executed efficiently.

IT Infrastructure Management:
  • Coordinate with, and serve as the primary HHSA liaison with, Napa County ITS for agency needs related to infrastructure, including hardware, software, networks, and servers.
  • Plan, implement, and manage AST projects and initiatives.
  • Ensure the security of data and systems, adhering to relevant regulations and best practices.
  • Monitor and troubleshoot IT issues, providing timely and effective solutions.

Staff Management:
  • Supervise and mentor AST staff, providing guidance and support.
  • Conduct performance evaluations and provide training and development opportunities.
  • Manage IT budgets and resources effectively.

Service Delivery:
  • Ensure smooth and efficient operation of IT systems supporting HHSA programs and services.
  • Collaborate with HHSA staff and stakeholders to identify IT needs and solutions.
  • Stay abreast of the latest IT trends and technologies to improve service delivery.

Experience and Education
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:
Four years of increasingly responsible experience in a staff services function performing duties involving administration, management, personnel, fiscal analysis, staff development, or data processing including two years of related project management, administrative, and supervisory responsibility.

Education:A Bachelor's degree from an accredited college or university with major course work in business administration, public administration, accounting, local government, systems analysis, personnel, or a related field.
