Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We're seeking a skilled Civil Engineer to join a U.S. Government-backed major rehabilitation project in Athens, Greece. This long-term assignment requires top-tier engineering expertise and on-site construction oversight to ensure delivery of a project aligned with U.S. codes and international quality standards.

As the Civil Engineer on this high-profile project, you'll serve as the technical authority and on-site QA/QC lead for civil and structural components. You will support the U.S. Department of State's OBO team by ensuring the contractor's work complies with all contract specifications and applicable codes, managing documentation, and contributing to progress reporting and conflict resolution.

Location: Athens, Greece
Duration: 24 months 50 hours/week (Overtime up to 10 hours/week with approval)
Clearance Required: Final Secret (Interim or Final Top Secret preferred)

Key Responsibilities:
Conduct technical inspections and quality assurance for all civil/structural works
Ensure compliance with construction documents, design calculations, and U.S. engineering standards
Review shop drawings and submittals, and evaluate contractor compliance
Monitor the contractor's quality control and safety programs
Observe on-site construction, identify non-compliance, and recommend corrective actions
Analyze project progress versus schedule and prepare detailed weekly and monthly reports
Collaborate with multidisciplinary teams to resolve coordination issues
Participate in RFIs, change order reviews, and preparation of IGEs
Maintain accurate records including RFIs, inspections, and submittals logs
Support audits and final commissioning of civil works
Advise the Project Director/Construction Manager with engineering solutions when issues arise

Requirements:
Bachelor's degree in Civil Engineering from a U.S.-accredited institution (required); PE license may substitute
7+ years of construction experience on projects of comparable scope and value
Prior overseas construction experience strongly preferred
Knowledge of international building codes and U.S. construction standards
Must possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of proposal.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint)
Familiar with EM 385-1-1, OSHA, and U.S. construction safety practices
Must be willing to work and relocate in Athens, Greece
