The New Mexico Department of Public Safety (DPS) is the State's leading law enforcement agency with a $220 million budget and 1,350+ employees assigned throughout the State. The Administrative Services Division (ASD) is seeking a committed and experienced individual to serve as the Audit & Compliance Manager in the Finance Bureau to support the Chief Financial Officer (CFO) with the agency's financial operations.

Why does the job exist?

The Audit and Compliance Manager position exists to provide leadership and ensure the efficient operation of the Audit and Compliance Unit within the Department. This role is responsible for overseeing the accuracy and integrity of financial transactions, managing journal entries, conducting reconciliations, and ensuring timely submission of required reports. The position also plays a lead role in the Departments annual audit by preparing financial statements and supporting schedules, ensuring compliance with state and federal regulations, accounting principles, and audit standards. Additionally, this position manages critical accounting functions for areas such as federal grants, special projects, capital assets, payroll, and Procurement Card (P-Card) administration, while supervising accounting staff and ensuring the timely and accurate completion of audit and compliance tasks.

How does it get done?

1 -- Employee Management and Development: Delegate tasks, manage workflows, train, develop, and evaluate assigned staff. Ensure staff have the necessary resources, monitor productivity, provide feedback, and facilitate accurate and timely transactions.

2 -- Lead Accounting and Audit Compliance: Serve as the primary lead for accounting and audit compliance, including journal entries, reconciliations of funds, Miscellaneous Special Accounts, P-Card activity, federal grants, special projects and payroll. Ensure compliance with the DFAs monthly and annual close-out schedules.

3 -- Annual Audit Coordination: Oversee the preparation, coordination, and timely submission of the Departments annual audit to the New Mexico State Auditor's Office, meeting all deliverable deadlines and preparing necessary financial statement schedules and supporting documents.

4 -- Transaction Approval and Additional Duties: Approve department-level transactions as necessary, ensuring compliance and accuracy. Perform other duties as assigned to support the units operations.

5 -- Customer Service and Professional Growth: Maintain positive, professional relationships with internal and external customers, providing high-level customer service and fostering effective communication within the team and with stakeholders.

Work is performed for the agency's Executive Management and staff, Department of Finance and Administration, Office of the State Auditor, other state agencies, vendors and the general public.

Ideal Candidate

The Ideal Candidate should possess the following knowledge, skills, and abilities:
- Advanced education in accounting, with a strong understanding of financial statement preparation.
- Proficiency in the SHARE accounting system with the general ledger, accounts receivable and accounts payable modules. Experience with the grants module is desirable.
- Familiarity with the Department of Finance and Administration's expenditure chart of accounts, journal entry/voucher documentation, and year-end accounting procedures.
- Expertise in government financial reporting, including applicable GASB standards and State Auditor requirements.
- Proven experience in supervisory roles, project management, and exceptional organizational skills.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Employment is subject to a pre-employment background investigation in accordance with all terms and conditions of federal and state laws, rules and regulations. Must possess and maintain a valid driver's license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certificate within six (6) months of date of hire. Local travel is required. In-state travel may be required. Overtime may be required to meet deadlines, peak performance periods, time-sensitive information requests, and other projects.

Working Conditions

Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines. Must be able to lift and carry up to 25 pounds.
