King County voters approved a nine-year property tax Crisis Care Centers Levy in April 2023 to fund the Crisis Care Centers Initiative (Initiative) from 2024 to 2032. The Initiative will create a countywide network of five Crisis Care Centers, restore, and expand mental health residential treatment beds in the region, and invest in the recruitment and retention of the community behavioral health workforce. Crisis Care Centers are a type of behavioral health facility that will have three core components: a 24/7 Behavioral Health Urgent Care Clinic, a 23-hour Crisis Observation Unit, and a Crisis Stabilization Unit. Crisis Care Centers, which will be competitively procured by DCHS and operated by behavioral health agencies, will use a "no-wrong door approach" and will endeavor to accept, at least for initial screening and triage, any person who seeks behavioral health crisis care. Crisis Care Centers will also be expected to coordinate with post-crisis follow-up services to ensure ongoing stabilization and supports for people who receive services at crisis care centers.

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Crisis Care Center (CCC) Project Managerto help stand-up, grow and maintain a countywide network of five Crisis Care Centers, which will include over $600 million of investments over the 9-year term of the CCC Levy. This position will hold direct responsibility for implementation of the CCC Levy's strategies, timeline, budget, procurements, contracts, performance measurement, reporting, and communications objectives.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.

Job Duties

  • Maintain strong communication with all CCC subject matter experts to stay updated on programs, challenges and resource needs.
  • Identify and recommend opportunities for alignment between community engagement efforts, CCC team, BH Accountability Special Projects Manager and other levy-related activity.
  • Provide input on operational policies and procedures to support service effectiveness and responsiveness.
  • Serve as lead author for the CCC Annual Report, ensuring accuracy, coherence, and compliance with DCHS guidance for structure and content elements, using templates provided by the External Affairs team.
  • Develop high-level narratives that provide clear insights into BHRD's collective impact, ensuring the Annual Report resonates with internal and external stakeholders such as Executive's Office, King County Council, and the King County community, as indicated in the CCC-L implementation plan.
  • Directly supervise the Community Engagement Liaison responsible for community outreach, communications and reporting tasks. Conducting regular check-ins, performance evaluations and provide ongoing coaching and support.
  • Develop and implement community engagement strategies to build partnerships and enhance public awareness of CCC services.
  • Coordinate outreach events, workshops and information sessions with community partners.
  • Collect and analyze feedback from community stakeholders to inform service improvements.
  • Assist senior leadership in developing and refining strategies for crisis care services and community partnerships.
  • Track progress on strategic initiatives and report on key performance indicators.
  • Update BHRD Executive Leadership Team (ELT) regularly and share synthesized information and recommendations for decision-making purposes.
  • Support high quality data collection and reporting by crisis service providers.
  • Liaise with other community engagement staff across BHRD and DCHS, including the Communications Team, to ensure deadlines are met, identify risks and issues, and facilitate communication across sections to accomplish shared awareness.
  • Facilitate meetings with cross-sector, multidisciplinary groups of internal staff to evaluate risks/issues and develop recommendations for resolution.
  • Ensure communication and coordination with community partners as well as internal operations staff and functions.
  • Manage and facilitate community engagement related project reviews to identify lessons learned and areas for improvement to benefit future projects.
  • Track internal operations and system changes related to community engagement sessions and the annual report, analyze potential impacts and risks, and develop strategies to mitigate impacts on timeline, budget, and successful completion of deliverables that's related to community engagement and Annual Report.
  • Provide overall project management expertise using project management tools and skills to accomplish work plan milestones and deliverables.
  • Participate in the development, negotiation, and monitoring of contracts, inter-agency agreements and/or procurement plans for community engagement and related activities.
  • Ensure compliance with regulatory and funding requirements in all community engagement and reporting activities.
  • Prepare and submit required reports to stakeholders and funders accurately and on time.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's degree in Public Administration, Public Health, Business Administration, Social Work or related field and/or equivalent combination of education and experience.
  • A minimum of three years of professional experience as a project manager including supervising staff or serving as a lead to a team.
  • Demonstrated experience managing complex projects through full project cycle - key functions include developing objectives, timeframes, deliverables, and assessment criteria; reporting on project status, goals, budget, schedule and other issues and leading teams to meet deadlines.
  • Strategic problem-solving skills - ability to anticipate future challenges/opportunities and integrate into analysis, design and implementation when addressing current problems.
  • Strong meeting facilitation skills.
  • Experience leading multi-disciplinary project teams.
  • Advanced knowledge of Microsoft Office.
  • Excellent written and oral communications skills.
  • Strong interpersonal skills.
  • Ability to meet work deadlines, stay on task with frequent interruptions and balance priorities.

Desired Qualifications:
  • Proficient knowledge of project management methodologies such as Agile, Scrum, or Lean frameworks for managing a project.
  • Any project management related certification such as Project Management Professional (PMP) Certification.
  • Proficiency with project management tools and software (e.g., Microsoft Project, Smartsheet, Trello, etc.).
  • Knowledge of the state and county's health transformation policies, including the behavioral health system.
