Hiring Range: $110,000 - $125,000 Annually

This position has an anticipated work schedule of Monday - Friday 8:00 am - 4:30 pm, subject to change.

As a steward of public trust, this position is responsible for the management, administration, planning, and leadership of the Treasurer's Office, including personnel management, providing guidance, team building, systems analysis, budgeting, and financial auditing. Ensures compliance with policies, procedures, and statutory mandates. Oversees daily activities to ensure operations integrate with strategic goals. Assists the Treasurer in leading and managing all aspects and responsibilities of the Office, including County-wide property tax collections, keeping and settlement of all revenue and expense accounts, all County disbursements, apportionment and separation of funds, tax lien sales, processing release of deeds of trust, foreclosure procedures, foreclosure sales, and investments. Serves as a liaison with internal and external agencies. Serves as the Treasurer in his/her absence.
Essential Duties/Responsibilities

  • Establishes Office strategies and objectives with the Treasurer; ensures strategies and practices are in alignment with the mission, strategic vision, and goals of the Office. Ensures that program, financial, and performance measures are integrated to achieve strategic outcomes.
  • Manages the Treasurer's Office staff to ensure compliance with policies, procedures, and statutory mandates and changes; evaluates and updates office policies and procedures. Oversees daily activities to ensure operations integrate with strategic goals.
  • Oversees staff in the establishment of performance expectations and priority outcomes; monitors and evaluates business operating procedures and systems to streamline, improve, and simplify operations; recommends and implements service and staffing changes in order to ensure excellent and efficient service.
  • Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the disciplinary process. Provides regular, constructive feedback to staff; holds quarterly feedback sessions to communicate expectations and progress of assigned staff.
  • Oversees and participates in the hiring process, including making salary recommendations.
  • Oversees scheduling for the office, including reviewing and approving employees' leave requests and timecards.
  • Ensures adequate staff training and cross-training regarding County policies, procedures, and statutes that impact departmental operations; responsible for performance management, including regular staff meetings to provide for team building, staff development and training, process mapping, and performance efficiency/improvement.
  • Provides direction and oversight in the development and management of fiscal and performance management budgets, subject to applicable County personnel policies and procedures; coordinates and develops cost analyses for various projects; ensures budget processes are followed, and discrepancies are identified and resolved.
  • Assists with the preparation of the annual budget and monitors monthly expenditures.
  • Holds approval authority for payroll and accounts payable functions of the office.
  • Communicates with local banks, moving funds as needed to cover all operating expense needs.
  • Manages contract and procurement activities for the Office, including writing specifications for Invitation for Bid (IFB) proposals and reviewing Request for Proposal (RFP) specifications and bids; ensures requisitions and procedures are followed. Manages and coordinates vendor interaction for the office, ensuring products and services meet required specifications and are properly implemented.
  • Works to troubleshoot or resolve operational challenges, policy interpretations, and equipment malfunctions.
  • Works directly with staff, other offices, and taxing authorities in the mill levy and annual tax warrant processes.
  • Provides oversight and assists staff in the tax statement production and other related processes.
  • Attends meetings on behalf of the Treasurer in their absence to obtain and relay information or to serve as a spokesperson for the Office.
  • Oral and written communication must be clear and effective.
  • Provides oversight and acts as a liaison between County IT and vendors.
  • Represents the Treasurer on various County, State, and National advisory boards or committees as requested; serves as the Treasurer in his/her absence.

Required Education & Experience
  • Associate's degree or higher in business or public administration, operations management, information technology, or related field.
    • Two years of related professional experience may substitute for the required degree.
  • Five years of public administration, accounting, business management, or related experience.
  • Three years of managerial or supervisory experience.
Preferred Education & Experience
  • Local government experience.
  • Executive leadership experience.
  • Experience in building and fostering relationships with internal and external stakeholders as well as community agencies and partners.
Licenses/Certificates
  • Must possess and maintain a valid driver's license.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
