Summary
The Department of Local Services (DLS) Road Services Division is seeking a forward-thinking, strategic, and experienced Maintenance Management Systems Program Manager (Project/Program Manager III) to manage and support the Maintenance Section's work planning and budgeting systems. This role involves conducting advanced financial analysis and reporting, monitoring complex budgets and work programs, and collaborating closely with internal departments and external agencies to support financial planning and ensure effective system integration.

Job Duties
Applying is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Provide technical analysis for complex work planning and budget development.
  • Prepare complex budget and work program monitoring reports, including investigating and resolving issues.
  • Monitor and reconcile monthly financial reports, including preparation of correcting entries.
  • Maintain project cost accounting structure.
  • Monitor work requests from contracting jurisdictions, provide costing information, and assign requests to appropriate units.
  • Manage and update asset inventories, including the set-up of new assets.
  • Support and coordinate updates, enhancements, and issue resolution within the asset management database.
  • Manage and monitor data integration processes between financial, asset management, and work management systems.
  • Monitor and update labor, equipment, and material rates within work management and cost estimating systems.
  • Coordination with Risk Management, Finance, and other agencies to support financial planning, reporting, and system integration efforts.
  • Provide support for system upgrades and changes, including user testing and issue identification.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated experience in budget analysis, preparation, and monitoring, including tracking accomplishment rates.
  • Demonstrated experience with maintenance management, asset management, and financial systems.
  • Strong critical thinking and problem-solving skills.
  • Demonstrated experience efficiently organizing and managing multiple tasks simultaneously, while successfully balancing competing demands and meeting tight deadlines.
  • Ability to collect, analyze, and apply data to support and drive informed decision-making processes.
  • In-depth knowledge of project cost accounting.
  • Experience collaborating effectively within a team to ensure successful coordination and completion of tasks.
  • Proficiency in applying quantitative and qualitative analytical techniques to evaluate data and inform decision-making processes.
  • Demonstrated ability to contribute to a work environment that embraces and encourages diversity in its workforce and where differences are valued.
  • Ability to communicate effectively both verbally and in writing to diverse audiences including staff, executive leadership teams, and external partners, in a clear and meaningful way.
  • Experience preparing and presenting data.
  • Proficient in the use of Adobe Acrobat Pro, Microsoft Office Suite products (Teams, Word, Excel, Project, SharePoint, and PowerPoint).

Desired:

Experience in public sector or government agency financial operations.

Experience in Oracle EBS, Anaplan, and CityWorks.

INTERVIEW SCHEDULE:Those applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of May 5, 2025. If you are selected to move forward after the phone interview, you will be invited to participate in a 45-minute in-person interview the week of May 12, 2025.

WORK SCHEDULE:The work week is normally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. EMERGENCY DESIGNATION STATUS:Mission-Critical Employees: Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.
Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT:This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
