The Ferguson-Florissant School District is in search of a Human Resources Officer. In FFSD this position is titled Chief Human Resource Officer. You will serve as a member of the Superintendent's Cabinet and Leadership Team with oversight of all staff in the Human Resources Department in order to serve the children, families and employees of our school district.

You will provide strategic vision and leadership in directing the organization's Human Resources functions that not only includes talent management, but also change management, organizational and performance management, employee engagement, training and development, evaluating and supporting employee growth, succession planning, and culture initiatives. You will lead a highly competent Human Resources team who will support you in this work.

Responsibilities:
  • Partner with the Superintendent and Cabinet to develop and implement a talent strategy that builds organizational capacity inside and outside the classroom causing a groundswell of talent to inundate every position within the organization.
  • Promote and champion a culture of safety, passion and purpose around the new strategic plan.
  • Provide each employee with learning opportunities within their role to master their craft while asking themselves a guiding organizational question: How does my work impact the classroom?
  • Actively engage in recruitment by preparing job descriptions, posting ads and managing the
    hiring process for all positions.
  • Assist in expanding an adult learning community that recruits, develops, mentors, and grows the HR team's strengths all while strengthening all organizational teams across the district to support our growth so each child graduates with college level literacy and numeracy skills.
  • Create and implement effective onboarding procedures for every employee.
  • Collaborate with other leaders across the organization to establish career development programs that support a sound succession plan that meets the organization's current and future needs.
  • Develop promotion processes and career matrices so all categories of employee jobs are aligned and competitive with market standards in order to grow internal pathways for employees.
  • Develop and implement comprehensive compensation and benefit plans that are competitive and cost effective.
  • Manage benefit and payroll compliance and accuracy in conjunction with our benefits administrator and Finance Department.
  • Assist in the performance management processes.
  • Closely coordinate with the CFO who oversees accounting/finance and other teams to ensure alignment and compliance with all HR functions.
  • Work closely with the school district legal team to identify and comply with legal requirements of the Department of Elementary and Secondary Education Policies, Missouri State Statues, Federal statutes and regulations, and The Ferguson R-2 Board Policies.
  • Support the management of disciplinary and grievance issues.
  • Maintain employee records (attendance, EEOC data etc.) according to policy and legal requirements.
  • Provide counseling on policies and procedures.
  • Review employment and working conditions to ensure legal compliance
  • Perform other duties as assigned.

You will be a bridge that connects our employee needs with employer requirements. You will be the conduit between our employees and district leadership to ensure everyone's voice is at the table. You will lead negotiations with the Ferguson Florissant National Education Association.

Your duties as the Human Resources Officer will be numerous across the organization. From a high-level view, you will be responsible for recruiting and training staff to ensure each employee receives fair pay and benefits throughout the year and assist the Superintendent in creating a destination organization.

Who will you work with as the new Human Resources Officer for the Ferguson Florissant School District?

As our new Human Resources Officer, you will work with your team of HR professionals to ensure all our employees receive customer service second to none. You will work directly with the Superintendent who reports to the Board on all matters. You will oversee all aspects of human Resources for Ferguson-Florissant.

Qualifications and Skills

  • Bachelor's degree in Human Resources, business administration or a related field required, advanced degree preferred. Further training will be a plus.
  • Outstanding organizational and time-management abilities.
  • Proven experience as HR officer, administrator or other HR position.
  • The ability to manage, mentor, and grow the best HR team.
  • Experience with recruitment, employee relations, and performance management tools will be a plus.
  • Advanced human Resources certification, such as SPHR or SHRM-SP, preferred.
  • Understanding of labor laws and disciplinary procedures is a plus.
  • Excellent oral and written communication skills, with experience in facilitation/presentation, as well as strong organizational skills and laser focus on details.
  • Bilingual abilities are a plus.
  • Proficient in latest version of Google Workplace and Microsoft Office products.
  • Problem-solving and decision-making aptitude is imperative.
  • Strong ethics and reliability.
