- Work to ensure that everyone inside the yard, own as well as subcontractors, are safe and are performing their work in accordance with our CORE principles
- Ensure that all HPSI safety procedures, rules and regulations are followed and met
Key Responsibilities:
1. Material Management and Accounting System (MMAS):
- Develop, implement, and maintain an effective MMAS for the forecasting, control, and accounting of material requirements
- Ensure material management system compliance with FAR and DFARS
- Oversee the accurate allocation and charging of material costs to contracts based on valid time-phased requirements, ensuring the avoidance of material misstatements and inaccuracies
- Enforce policies, procedures, and operating instructions that outline the MMAS, ensuring all documentation is clear and compliant with regulatory standard
2. System Accuracy and Efficiency:
- Maintain system accuracy levels for bill of material (98% accuracy) and master production schedule (95% accuracy) and provide evidence if these levels cannot be met
- Monitor and resolve material system weaknesses, identify discrepancies in inventory control, and implement corrective actions where necessary
- Maintain reconciliation procedures for physical and recorded inventory, striving for at least 95% accuracy in inventory reporting
- Establish audit trails and ensure proper record-keeping of material transactions, both manual and automated, for ongoing evaluation and testing
3. Material Procurement and Costing:
- Oversee the procurement and allocation of material, ensuring all purchased and fabricated material is charged accurately and in compliance with contract requirements
- Ensure a consistent, unbiased logic for material costing, including developing and maintaining policies for inventory transfer methods and loan/pay-back techniques, when applicable
- Manage cost allocation systems to guarantee that reallocation of common inventory is processed accurately and in accordance with contract requirements
4. Compliance and Reporting:
- Ensure that MMAS policies and procedures are continuously assessed and updated as necessary, in alignment with the standards set forth by the ACO (Administrative Contracting Officer)
- Disclose significant changes in the MMAS to the ACO at least 30 days in advance and maintain open communication regarding any corrective action plans
- Conduct periodic internal reviews and assessments to ensure the system's continued compliance with MMAS standards
- Prepare reports for internal stakeholders and ACOs on material management performance and system compliance, addressing any identified material weaknesses
5. Collaboration and Communication:
- Work closely with cross-functional teams, including production, procurement, accounting, and engineering, to ensure material requirements are accurately forecasted and met
- Serve as a primary point of contact for all MMAS-related inquiries and troubleshooting
- Perform other related duties as required and assigned

SUPERVISORY RESPONSIBILTY
This position has no supervisory responsibilities.
EDUCATION AND EXPERIENCE
- Bachelor's degree in Supply Chain Management, Business Administration, or a related field (or equivalent experience)
- At least 5 years of experience in material management or related functions, preferably within a government contracting environment
- Strong understanding of the FAR, DFARS, and MMAS requirements
- Experience using SAP ERP System
- Demonstrated experience in managing complex material management systems and ensuring compliance with regulatory standards
- Proficiency in material management software and systems, with experience in manual and automated MMAS solutions
- Familiarity with internal controls, audit trails, and material costing methods in accordance with federal regulations
- Experience with ITAR a plus
- Strong understanding of Materials Resource Planning application
- The employment must comply with the International Traffic in Arms Regulations
- Ability to establish policies, procedures, and operating instructions is preferred
