Position Overview: The Executive Director (ED) is the chief executive officer of NDHFA and is responsible for overseeing the day-to-day operations, strategic direction, and financial management of the agency. The ED must possess strong leadership and communication skills and be able to effectively manage relationships with a variety of stakeholders, including public agencies, industry professionals, the North Dakota Industrial Commission (IC), and the NDHFA Advisory Board (AB).

The ideal candidate will have a strong background in executive leadership, public sector management, finance, and housing development. The ED will lead the agency's efforts in managing housing programs, securing financial resources, and ensuring compliance with federal and state regulations while effectively advocating for affordable housing initiatives.

Reports to:
The Industrial Commission of North Dakota (IC), comprising the Governor, Attorney General, and Agriculture Commissioner, with advice from the NDHFA Advisory Board (AB).

Key Responsibilities:
  • Leadership & Management:
    • Manage the day-to-day operations of NDHFA, exercising full authority and responsibility as Executive Director.
    • Provide regular updates and reports to the Industrial Commission and Advisory Board on NDHFA's activities.
    • Lead and mentor a team of approximately 60 professionals, including directors and key staff across the agency's various divisions.
    • Develop and maintain relationships with key stakeholders, including state government, housing industry, and nonprofit organizations.
    • Promote NDHFA's mission and programs through public speaking and media engagements.
    • Serve as a key public-facing representative, engaging in communication with governmental agencies, legislators, industry professionals, and the public.
  • Financial Management & Strategy:
    • Oversee mortgage revenue bond issuance, mortgage purchase and servicing operations, and tax credit allocations.
    • Ensure financial sustainability by developing and executing strategies to generate sufficient cash flows and revenues.
    • Work closely with bond underwriters, financial advisors, counsel, and trustees to ensure successful capital programs.
  • Program Administration & Development:
    • Oversee administration of and ensure compliance with federal housing programs and resources.
    • Design and implement new housing programs that align with the needs of North Dakota's citizens.
    • Continuously assess the impact of NDHFA programs and coordinate with other housing entities to maximize resources.

Minimum Qualifications:
  • Education:
    • Bachelor's degree in business or public administration, finance, accounting, or a related field.
  • Experience:
    • At least 5-7 years of executive-level management experience, preferably in a related field such as finance, public administration, or housing.
  • Skills & Knowledge:
    • A comprehensive understanding of corporate/public finance, mortgage and real estate financing, and housing industry practices.
    • Ability to manage complex financial transactions and relationships with rating agencies, underwriters, and legal counsel.
    • Strong knowledge of federal and state housing programs, including compliance and regulatory requirements.
    • Demonstrated success in leading teams, fostering inter-governmental and legislative relationships, and managing public relations.
Preferred Qualifications:
  • Master's degree in business or public administration, finance, or a related field.
  • Previous experience in the public sector or housing finance agency leadership roles.
Working Conditions:
  • Standard office environment with in and out-of-state travel as required.
  • Ability to work flexible hours and respond to the demands of the position.
