The Bureau of Technical Architecture is hiring! The DOA Data Manager is responsible for developing and guiding the overarching strategy and principles of DOA's and supported customer data management program including being responsible for the collection, storage, and utilization of data within those organizations. Privacy professionals with extensive proven experience managing data governance programs are encouraged to apply!

All employees are expected to live and work in Wisconsin. This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary

Under general direction, this position serves as the Department of Administration's (DOA's) Data Manager. This position is responsible for developing and guiding the overarching strategy and principles of DOA's and supported customer data management program including being responsible for the collection, storage, and utilization of data within those organizations. The role should ensure that data is accurate, accessible, secure, and facilitate informed decision-making and planning. This will include things like developing data quality standards, performing classifications, assisting in DOA's and supported customer governance and interoperability. The position is also responsible for guiding the short- and long-term planning and continuous improvement efforts related to data management, including ensuring the department's investments in data are leveraged to their fullest potential and data risks are mitigated.

The position works closely with leaders and subject matter experts (e.g., division data stewards) from DOA divisions and supported customers to develop policies and procedures related to the collection, storage and use of data. This position also involves working with staff across DOA to create data literacy and training programs for staff. This position will also work closely with DOA Legal and Privacy areas on policy and governance.

Salary Information

Starting salary for the IS Enterprise Strategic Planning Services Consultant Administrator (07-32) will be between $39.04- $59.36 hourly. A twelve-month probationary period may be required. Salary will be determined based off qualifications and experience. Current State employees will be compensated in accordance with the current State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct fingerprinting and/or background checks on applicants prior to selection. DOA does not sponsor work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.

All employees are expected to live and work in Wisconsin. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

Qualifications

Minimally qualified candidates will have experience with ALL the following:

  • Experience with Data Literacy program management such as describing business use cases/outcomes, data sources and management concepts, and analytical approaches/options.
  • Leadership experience in leading enterprise-wide data and analytics programs that include cross-functional teams.
  • Experience communicating highly technical information to stakeholders at various levels of technical knowledge.

In addition to the minimum qualifications above, well qualified applicants will also have at least one of the following:

  • Experience with governance and frameworks to support adoption of Generative AI data efforts.
  • Certified Data Management Professional (CDMP)
  • Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.
