Description
San Mateo County Health's Behavioral Health & Recovery Services (BHRS) Division is seeking a well-qualified individual for the position of Senior Management Analyst - Behavioral Health. There is currently one regular vacancy. This position is located in San Mateo, CA, but will travel/drive throughout the County to perform the duties of the job. Currently, this position is a hybrid of on-site and remote work, with an expectation of four on-site days per week.
As part of BHRS's recently formed Office of Improvement and Innovation (OII), this role will lead bodies of work that support the application of LEAP thinking through all layers of BHRS, in order to advance BHRS toward being a learning organization. LEAP is an acronym that stands for Learn, Engage, Aspire, Perfect: verbs that describe San Mateo County Health's approach to improvement of all types, to optimize the way we do our work today and in the future.

Responsibilities will include, but are not limited to, the following:
  • Planning and implementation of strategic initiatives that support BHRS in becoming a learning organization.
  • Development of root cause problem solving ability and cultivation of continuous improvement mindset at all levels of the organization and at all levels of complexity, through learning partnerships with staff and leaders as well as structured improvement events.
  • Supporting BHRS leaders at all levels in the design of and development of data dashboards containing key performance indicators and in the creation of performance management processes surrounding their usage. Collaborate with local data experts, IT analysts, and others, as part of this work.
  • Build out and maintenance of comprehensive repository of data reports critical to BHRS, including the maintenance of an associated data dictionary that documents standardized definitions for all data elements across reports.
  • Supporting strategic planning cycles for BHRS.
  • Conducting special research projects, which may include data analysis as well as preparing related reports on findings and recommendations.
  • Communicating orally, in writing, or through graphical representations and data summaries with colleagues, managers, employees, the public, organized employee groups and representatives of various organizations.

Examples of projects/initiatives:
  • Development of LEAP model cell with multi-tiered goal deployment and daily management systems in place.
  • Testing of process improvement methods in order to establish standard improvement methodology at BHRS.
  • Development and implementation of a communication campaign across all levels of BHRS to promote continuous improvement mindset and behaviors.
  • Establishment of a learning program for staff to develop root cause problem solving skills.
  • Utilization and performance analysis for mental health and substance use programs and contracts including, but not limited to, in-county facilities, out-of-county facilities, and Full-Service Partnerships.

The ideal candidate will possess:
  • At least one year of experience in the fields of mental health and/or substance use preferred.
  • Ability to prioritize a systems approach that contributes to the development of BHRS as a learning organization.
  • Familiarity with performance and quality improvement frameworks, trauma-informed principles, and equity principles.
  • Experience in leading the development of, and project managing the implementation of organization-wide initiatives.
  • Experience in how to facilitate improvement, problem solving, and/or change management.
  • Proficiency in data analysis, data visualization, and data storytelling.
  • Excellent listening, communication, and presentation skills across a variety of settings, ranging from informal conversations to formal presentations, to connect with staff and leaders at all levels in a diverse organization, create an environment of psychological safety, build trust, and foster collaboration.
  • The ability to learn from new information that challenges existing perspectives and/or beliefs.
  • Dedication to supporting the growth of others, along with comfort with and enthusiasm for ongoing personal development.
  • A comprehensive understanding of County systems (HR, IT, interdepartmental, intradepartmental, external, policy), systems models such as collective impact, and organizational development principles.
  • Proficiency in utilizing Microsoft suite of tools for the purpose of documentation, communication, project management, and data analysis; e.g., Teams, Outlook, PowerPoint, Excel, Visio.
  • On occasion, available to work flexible hours, including weekends or evenings.
  • Those with lived experience as a person in recovery from mental health and/or substance use conditions or as a family member of someone who has behavioral health conditions and/or with experience of BIPOC or marginalized communities are strongly encouraged to apply.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

Licenses and Certifications:
  • Some positions may require valid California's driver's license.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%).
