Job Title: Child Care Grants Coordinator
Location: Olympia, WA/ The position will be required to be in-office for the first 6 months. After that point, hybrid/telework options can be discussed with the supervisor.Closes: April 24th, 2025

The Child Care Grants Coordinator is a senior professional level expert on child care subsidy funding, expenditures, financial reporting, and modeling fiscal impacts to the Washington state child care subsidy program. This position is responsible for and participates in projects to implement policy and system changes within DCYF and coordinates with the Department of Social and Health Services' Economic Services Administration (ESA) regarding changes to the child care subsidy program and support to child care providers.
The Child Care Grants Coordinator is responsible for ensuring appropriate cost allocation of Child Care grants for DCYF which are a mix of multiple federal funding sources; accountable for ensuring all necessary federal requirements are met to appropriately allocate federal and state dollars for the statewide child care program. This position is responsible for researching and analyzing complex financial data, interpreting federal regulations to determine expenditures' service and administrative eligibility, working with budget and divisional program staff to ensure understanding of federal requirements, and monitoring all funds related to the Child Care Development Fund funding array totaling over $650M annually across nine different funding sources.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

- Manages the DCYF Child Care Funding Team: Ensures the Cost Allocation Child Care funding team is organized and operating at peak efficiency. The position identifies resources, training, skills, and abilities necessary to accomplish this task. Supervises a team who manage a wide variety of tasks ensuring all federal and state laws are followed.
- As a supervisor this position provides expert level professional advice and guidance to staff who are actively engage in the resolution of issues, such as the interpretation and application of policies and rules promulgated by DCFY, DSHS/ESA, and the federal governing bodies for the department. Develops, mentors, trains CCDF staff for the implementation, management, and monitoring of all child care funding sources.
- Educates program managers as to the rules and regulations associated to all child care funding sources, providing guidance, assistance, and tools to help understanding and compliance with said rules and regulations.
- Analyzes, interprets, and provides expert guidance and direction to DCYF staff regarding state and federal laws and regulations to determine necessary CCDF programmatic compliance requirements.
- Is the expert for DCYF in the interdependence of federal and state laws as they pertain to CCDF, Title IV-A (TANF), and the impacts to DCYF policy and practice when federal and state laws change.
- Provides budget, accounting, program managers, and other stakeholders, the necessary analytical and programmatic information in the preparation of comprehensive reports, summaries, recommendations, and the development of financial reports to assist in monitoring assigned federal grants.
- Manages the grants' spending plans to ensure federal and state funds are expended according to state and federal law, state legislatively determined allotments, and grant requirements.
- Provides expert guidance to the Finance Leadership, and DCYF Leadership during session which requires knowledge of rules and regulations in order to accurately interpret federal law and policy in the application of the CCDF funding array.
- The Supervisor will complete all functions of a supervisory role, such as but not limited to, approve leave requests and schedule changes ensuring the needs of the agency, customers, clients, and both internal and external stakeholders are met.
- Bachelor's degree in business administration, accounting, public administration, business law, or related field from an accredited institution and seven (7) years professional experience in cost allocation or closely related financial field.
- Eleven (11) years of equivalent professional experience/education in cost allocation or closely related financial field.
- Understand and apply professional financial management principles.
- Analytical skills for financial research and modeling in a complex multi-system environment; Operate a personal computer and apply Microsoft Office, programs and spreadsheet development Knowledge of DCYF's mission and state budget process.
- Allotment and fiscal accountability methods.
- Knowledge of internal and external audit principals, procedures and practices, Federal funding regulations, and procedures.
- Contracting processes.
