Summary

Provides guidance, recommendations and assistance to management and employees on employment issues, conduct and discipline issues, adverse actions and performance actions concerning union and non-union employees. Facilitates labor negotiations and counsels employees on their rights.

Position Reports To: Employee Relations Manager

Essential Functions

  • Develops and maintains positive relationships with employees and management staff.
  • Conducts investigations into complex employee performance or behavior issues and recommends appropriate action or resolution.
  • Reviews documentation and ensures consistency with policy and adverse action.
  • Assists employees and managers in mediating issues.
  • Receives and investigates harassment complaints.
  • Conducts management and staff training on employee and labor relations issues, including customer service, contract interpretation, fitness for duty, discipline, time and attendance and harassment.
  • Assists with the unemployment process, including representing CH in unemployment hearings.
  • Serves as a CH representative in responding to civil litigation and state and federal agency complaints.
  • Responsible for assisting manager with the performance management process and systems.
  • Coordinates the processing of union grievances.
  • Serves as part of the negotiation team for union contracts.
  • Interprets collective bargaining agreements and answers questions from employees and management.
  • Organizes and participates in Conference Committee meetings.
  • Assists staff in planning special events (i.e. Service Awards Banquet, CHEER Week, etc.)
  • Other duties as assigned.

    Qualifications

    Required:
    • Bachelor's degree with a minimum of 3 years in Human Resources, Employee and Labor Relations, or Healthcare Management experience.
    • Must have demonstrated working experience building successful cross-functional relationships; must have knowledge and experience in problem solving, conflict resolution and negotiation.
    • Demonstrated ability to facilitate crucial conversations.
    • Must have demonstrated excellent verbal and written communication skills.
    • Must possess strong computer skills related to Windows and MS Office.

    Desired:
    • Registered Nurse with BSN or master's degree in business or related field.
    • Juris Doctor (JD) with labor experience.
    • 5 years of HR generalist experience.
    • Employee and Labor Relations experience with knowledge of state and federal regulations related to employment and HR administration.
    • Experience with managing and negotiating collective bargaining agreements.
    • Mediation certified.

    Physical/Sensory Demands

    O = Occasional, represents 1 to 25% or up to 30 minutes in a 2 hour workday.
    F = Frequent, represents 26 to 50% or up to 1 hour of a 2 hour workday.
    C = Continuous, represents 51% to 100% or up to 2 hours of a 2 hour workday.
