JOB DESCRIPTION:
Responsible for analyzing the use of energy for the District and developing an energy management plan to ensure proper environmental conditions along with cost-effective energy utilization by monitoring the energy tracking computer system. Coordinate and oversee facility reservations throughout the District, including responsibility for community and revenue generating use of District facilities. Oversee invoicing and bill collection of District facilities within District guidelines, Board policies, and state/federal laws. Manage and utilize reservations and event management software.
DUTIES and RESPONSIBILITIES:Work cooperatively with schools, administrative personnel, school groups, sports clubs, and outside organizations for the successful scheduling of facilities and events. Coordinate with schools and administration on facility space utilization. Work cooperatively with department heads to coordinate facility usage while maintaining a hazard-free workplace. Resolve problems/complaints pertaining to facility use. This requires being "on-call" on weeknights and weekends. Provide customer service with the general public, administrators, staff members and other contact persons using courtesy, respect and good judgment. Monitor records for past due accounts and initiate necessary means of collection. Serve as a liaison between the various departments and campuses as it relates to coordinating events in district facilities. Maintain records of time worked and materials used to include campus event labor associated with events. Identify and work with supervisors to resolve conflicts or unusual events. Respond to inquiries and concerns in a timely manner. Demonstrate initiative in identifying potential problems or opportunities for improvement. Compare and review current facility rates accurately. Make appropriate recommendations for rental rate increases. Review and update all forms and agreements annually. Manage areas of supervision to ensure that the District maintains a good standing with required local, state, and federal policies, laws, and reporting requirements. Implement federal and state law, State Board of Education rules, and Board policy regarding facility use. Compile, maintain, and file all physical and computerized reports, records, and other documents required in facility use. Prepare data necessary to process maintenance payroll. Maintain master calendar of each school site's facility use. Coordinate with other departments to ensure all non-school facility use has appropriate supervision, maintenance, custodial, and Police department support for the request. Provide a comfortable and healthy environment for students and staff at the lowest possible cost to the District. Track energy and water use and adopt conservation practices that result in overall reduction in energy and water consumption on an annual basis. Develop, coordinate, and implement the aims and objectives of strategies and policies to reduce energy consumption. Improve energy performance and emissions, and monitor and review the effectiveness of these policies and strategies, including coordination of monthly and annual progress reports. Establish facility guidelines for principals, teachers, and staff members. Establish lighting, HVAC equipment and water use policies for ancillary staff. Initiate engagement with facility staff and faculty to perform energy and water conservation education. Devise policies and systems for buying energy and helping with contract negotiations. Provide technical and practical advice and offer training on energy efficiency. Develop promotional activities and materials to publicize particular schemes. Contribute to sustainable development initiatives. Liaise and negotiate with contractors, building supplies industry, council services, and other relevant organizations as it pertains to energy management. Ensure accurate records are maintained and energy monitoring data is collected regularly. Compile budgets and cost estimates based on documented program needs. Prepare all required reports and maintain all appropriate records. Track, invoice and recoup cost of facility damages. Prepare and/or oversee preparation of invoices and collections on all rentals. Complete all appropriate accounting transactions related to facility cost recovery. Train staff annually and as needed, to include how to properly enter facility schedules and use the energy management software. Verify appropriate insurance coverage for rentals and outside vendors as part of all events. Ensure all events are in compliance with local fire code. Consult with the District Safety/Risk Management to develop emergency operation plans for large events. Perform disaster duty drills as needed. Attend professional development to keep abreast of innovative techniques in regard to facility use and rentals. Respond to emergency calls as needed and be on-call/stand-by as assigned by the supervisor. Maintain regular attendance. Perform other duties as assigned. EXPERIENCE:

Occasional district-wide travel. Work in both indoor and outdoor environments. Occasional light lifting and carrying (less than 15 pounds).

JOB DESCRIPTION:

DUTIES and RESPONSIBILITIES:
- Three (3) years of supervisory experience in a public-school setting, facilities management, marketing, event coordination or customer service-related position
- Minimum of five years of experience with HVAC/R and EMS systems
- Job experience shall include understanding of the operations of all types of equipment from window units to large tonnage chillers, hot water systems, and complete working knowledge of various energy management systems, including all types of air distribution systems (VAV, multi-zone, etc.) and all types of controls used in HVAC systems
Education/Certification
- Bachelor's degree
- Valid Texas driver's license
- Energy Manager Certification from Texas Energy Manager's Association within two years of employment date
- TASBO Maintenance and Custodial Certification within two years of employment date

- Ability to read and interpret blueprints, diagrams, schematics, and written reference material related to all direct digital and analog control systems
- Ability to perform mathematical calculations
- Ability to diagnose problems with mechanical equipment from the front end of an energy management system (EMS)
- Ability to communicate with campus and department personnel in professional manner and communicate problems/solutions
- Ability to analyze all types of energy management controls within the district and have working knowledge of pneumatic and electronic controls, calibration, and set up
