Global Regulatory Affairs & Public Policy (GRAPP) develops and implements policy and regulatory strategies for Lockheed Martin Corporation to enable key business and corporate initiatives.
Primary responsibility will be to provide strategic analysis of USG and international policy, regulatory, and associated legislative, activity to assess risks and opportunities for LM business and corporate objectives, and to develop related advocacy and engagement strategies. Relevant agencies and bodies include both civil regulatory agencies and policymaking bodies across the USG and United Nations.
Primary policy focus areas include electromagnetic spectrum, artificial intelligence, and commercial space; however, a successful candidate will need the agility and capacity to understand a range of emerging tech public policy issues, as needed, in a dynamic corporate environment.
Position will also be required to represent LM within various industry associations working groups, to contribute toward consensus industry-wide positions and goals.
This is an on-site (4 days per week) position located at our Crystal City, Arlington facility. This position is also on a 9/80 schedule, with every other Friday off, as business allows.
Basic Qualifications
Minimum 6 years directly related experience with U.S. Government agencies and policymakers.
Extensive understanding of and familiarity with federal policy-making and regulatory processes, as well as the interagency processes.
Demonstrated ability to understand the intersection of regulatory proposals and business operations and opportunities for technology concepts, and then to synthesize policy documents for internal customers.
Must possess exceptional time management and writing skills in order to develop coordinated LM submissions for federal/state policy and regulatory proceedings; success requires collaboration with technical experts across corporation,
Multi-tasking is often required with need to be able to shift priorities on a given day
Ability to work both autonomously and collaboratively within the team, across the corporation, and with industry partners.
Candidate must be a quick learner and be willing to learn new subject matters, often on short notice.
Desired skills
A basic technical understanding of how various systems and applications function is desirable. Relevant technologies/systems, include but are not limited to, AI models, telecommunications networks, and space/satellite constellations
Creativity in developing enabling regulatory environments.
Demonstrated ability to influence, negotiate with, and persuade others. Must be flexible and demonstrate strong judgement/decision-making skills, and political acumen.
Willingness to travel as necessary for regulatory meetings, e.g., ITU

Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedule Information
Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
National Pay Statement
Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, Washington or Washington DC is $104,500 - $184,115. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
