Job Summary
The City of Bellevue is seeking a dynamic and experienced Corporate Strategies Manager to lead a team of professionals in driving continuous improvement, operational excellence, and the effective implementation of strategic initiatives for our Utilities Department. This position is responsible for program and project management, providing technical expertise in operational excellence, strategy development, and organizational leadership. Strong candidates will model a customer-focused approach, including coaching and mentoring co-workers at all levels. The ideal candidate is highly skilled in change management and will be able to lead a team in supporting numerous priority projects and initiatives throughout the Utilities Department.

Essential Duties and Responsibilities
Corporate Strategies Management
- Develop and implement departmental goals aligned with organizational objectives.
- Design and execute strategies, management, and process optimization solutions.
- Develop policies, procedures, and operational budgets.
- Establish and manage performance metrics for department efficiency.
Employee Supervision
- Directly supervise a team of four positions, including two (2) Senior Business Process Analysts and two (2) Business Process Analysts.
- Foster a positive work environment that promotes teamwork and professional growth.
- Evaluate employee performance, provide direction, and set priorities.
Program and Project Management
- Lead the development and execution of various initiatives.
- Administer and manage programs, projects, and services.
- Represent the Utilities Department in city committees and liaise with local and state agencies.
Technical Expertise and Operational Excellence
- Serve as an internal consultant and subject matter expert in operational excellence, strategy development, and project and program management.
- Define, lead, and manage continuous improvement projects across various sections.
- Establish standardized processes, reduce operational costs, and optimize resources.
- Foster a customer-centric approach to service delivery.
Change Management
- Develop and implement change management strategies for major projects and initiatives.
- Develop and implement communication plans, effectively engaging stakeholders throughout the project life cycle.
- Oversee training programs to help employees adapt to new processes.
- Monitor, evaluate, and adjust change implementations based on KPIs.
Strategy Development
- Formulate and implement strategic plans to achieve organizational objectives.
- Conduct market research and competitive analysis to identify opportunities.
- Align departmental goals with the organization's overall strategy.
- Develop risk management strategies to mitigate potential challenges.
Project Management
- Define project goals, develop plans, and manage resources effectively.
- Track project progress, ensure quality standards, and manage stakeholder expectations.
- Resolve issues and adapt project plans as needed.
- Conduct post-implementation reviews to document lessons learned.
Qualifications
- Bachelor's degree in business administration, engineering, project management, or a related field. Master's degree is preferred.
- Seven or more years of progressively responsible related experience in program, project, process and change management. This experience should include complex analyses, report writing, and presentations.
- Minimum of 5 years' experience consulting and/or industry experience in a fast-paced environment - Experience with Utilities and public sector environment preferred.
- Three or more years of supervisory or people management experience.
- Lean/Six Sigma or other continuous improvement experience.
- Strong knowledge of Organizational Change Management (OCM) frameworks (e.g., ADKAR, Kotter's 8-Step Process).
