Waukegan Community Unit School District No. 60 serves nearly 15,500 students in preschool through grade 12 and is located halfway between Chicago, Illinois and Milwaukee, Wisconsin on the shores of Lake Michigan. Our District has one early learning center, 15 elementary schools, five middle schools and a high school program divided between two 9 - 12th grade campuses. The District encompasses portions of Waukegan, Beach Park and Park City.

Essential Duties and Responsibilities:
The Associate Superintendent of School Leadership will be responsible for overseeing principals who are directly responsible for leveraging high quality teaching in every classroom. His/her central charge is to develop support and hold accountable school leaders as powerful agents of change. Associate Superintendents will be held accountable for the quantifiable gains in the following metrics: Increased student achievement; eliminating the achievement gap; increasing high school graduation rate and ensure every child graduates college and career ready.

The Associate Superintendent of School Leadership will be directly responsible to Deputy Superintendent of Academic Supports and Programs.

Essential Functions:
  • Oversee and supervise school leaders and schools in his/her designated area. Including coaching, support with instructional planning, data analysis, budget planning.
  • Focus on building leadership development including: Leading change management process; Assessing leadership capacity and developing individualized leadership plans for each principal which include formal and informal evaluations to support achievement and performance
  • Researches a variety of topics (e.g. current practices, instructional materials, methods, curriculum guidelines, etc.) for the purpose of developing new programs and/or master plans
  • Developing school leaders through district meetings, professional development, and individual embedded coaching focused on instructional leadership
  • Facilitates meetings, workshops, seminars, etc. (e.g. personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, inter-District needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff and serving as a District representative.
  • Identifying, recruiting and engaging in the selection of new principals and administrative leaders
  • Developing a high performing team of principals who leverage one another's strengths and support one another in achieving shared goals
  • Working with school leaders and their Instructional Leadership Teams to assess the needs of their schools through the analysis of implementation data, and student outcomes and then develop goals, a targeted theory of action and action plan
  • Work with school leaders to closely monitor school improvement and make adjustments accordingly
  • Work with ASAP department to allocate district coaching support and resources to provide differentiated support to schools and monitor effectiveness
  • Foster meaningful relationships with families and community partners to provide holistic support for students.
  • Manage team administration and operations in adherence to district policy, state law and in the best interest of all children.
  • Work collaboratively with district offices to create a seamless prek-12 learning community. Create a climate of professional collaboration and sharing of best practices by establishing structures that foster shared learning, information and resource exchange across schools.
  • Partner with district offices and schools to evaluate existing programs, services and practices to expand most effective and reduce those less effective.
  • Collaborate with district offices to develop communication and collaboration systems that ensure a smooth flow of information.
  • Demonstrate a high level of moral imperative to work in the best interest of children. Demonstrate high levels of integrity, honesty, credibility and courage to make difficult yet necessary decisions.
  • Other duties as assigned

  • Qualifications and Experience:
  • Instructional leader with deep knowledgeof literacy as well as designing and implementing successful instructional strategies for English Language Learners and Students with Special Education needs.
  • Proven track record of leading large-scale, sustainable efforts as well as transforming good schools into great ones.
  • Demonstrates a sense of urgency in closing achievement gaps and instructional improvement.
  • Expertise in leadership development, building effective teams, coaching and ensuring professional growth for all team members.
  • Articulating vision, sets high expectations and effectively guides schools to commit to high expectations of all students by setting actionable, measurable goals and monitoring and supporting through completion.
  • Strong communicator; speaking, listening and writing
  • Using multiple data sources to inform daily decisions to improve instructional practice.
  • Knowledgeable in operations, management and organizational design and uses this knowledge to ensure improved student outcomes
  • Building collaborative relationships with a wide variety of constituents.
  • Demonstrates an unyielding commitment to continuous improvement.
  • Master's degree in educational leadership [Valid Illinois Type 75 certification]
  • A minimum of 5 years' experience as a school principal
  • Successful completion of GROWTH principal evaluation certification
