PositionSummary

The Senior Engineer, Capital Planning at San Jose Water Company plays a key role in capital infrastructure planningand water resource management. Reporting to the Engineering Unit Manager, CapitalPlanning, the Senior Engineer position is relied uponto provide sound engineering decisions related to the planning, design,construction, operation, maintenance, and retirement of the Company's watersystem assets and systems. This role requires a strong technical backgroundin water system planning, regulatory compliance, and project development toensure capital investments align with operational priorities and long-terminfrastructure resilience. The Senior Engineer plays a key role in fostering aculture of safety, compliance, and interdisciplinary teamwork, ensuring thatwater system projects are well-planned, justified, and delivered in accordancewith company and regulatory standards.

SpecificResponsibilities
  • Foster a culture of safety and accountability, ensuring compliance with company policies, safety standards, Occupational Safety and Hazards Administration (OSHA) regulations, and other applicable requirements.
  • Lead significant aspects of the identification, planning, and prioritization of capital projects, ensuring alignment with system needs, operational efficiency, and long-term reliability.
  • Lead significant aspects of the preparation and justification of capital investment plans for General Rate Cases, including capital project identification and justification, and testimonies for the California Public Utilities Commission (CPUC) and California Public Advocates Office.
  • Act as a project lead for project alternatives evaluation, including scope, schedule, and cost analysis to ensure projects meet operational and budgetary expectations.
  • Perform engineering analyses, feasibility studies, and preliminary designs to evaluate system improvements and optimize infrastructure investments, including conducting field investigations as needed.
  • Utilize hydraulic modeling tools to analyze system performance, support planning efforts, and enhance water distribution system reliability. Create, update, and calibrate complex steady state and extended period simulation hydraulic models.
  • Support or lead the development and execution of water system master plans, water resources master plans, and state-mandated reporting requirements.
  • Conduct technical reviews of engineering documents related to fire flow requests, capacity assessments, and system improvement proposals.
  • Collaborate cross-functionally with internal departments, external agencies, and consultants to facilitate project approvals, permitting, and coordination of planning initiatives.
  • Identify and implement process improvements to enhance capital project planning, leveraging technology and industry best practices to drive operational efficiency.
  • Provide mentorship and technical guidance to junior engineers, fostering professional growth and continuous learning within the team.

Required Knowledge Skills & Abilities
  • Excellent knowledge of construction safety standards, OSHA regulations, hazard identification, and mitigation strategies.
  • Excellent understanding of capital planning, project development, and infrastructure investment strategies for potable, raw, and recycled water systems.
  • Proficiency in CAD software, GIS software, and hydraulic modeling.
  • Excellent knowledge of California Public Utilities Commission (CPUC) rules and applicable regulatory codes governing the design, construction, and operation of investor-owned water utilities.
  • Strong analytical and problem-solving skills, with the ability to manage multiple priorities in a fast-paced environment.
  • Excellent communication and interpersonal skills, fostering collaboration with diverse teams and stakeholders.

Required Education and Experience
  • Bachelor's degree from an accredited institution in Civil Engineering or a related field. A Master's degree in Civil Engineering or a related field, and possession of a Project Management Professional (PMP) certification is preferred.
  • California State Registration as a Professional Civil Engineer.
  • Minimum of 8 years of professional engineering experience related to water or wastewater systems and facilities.
