Term/Status: Permanent, Full-time (70 hours bi-weekly)
Classification/Salary: Finance Officer R30 / Position starts at $90,797.03 annually

Location: Negotiable. This position can work from any CLBC office. Hybrid schedule with 2 days in office.

About the opportunity:

As a Senior Contracting and Procurement Specialist at CLBC, you will ensure that CLBC's procurement and contracting practices are in alignment with CLBC's Strategic goals and in compliance with provincial policies and legal requirements. You will provide expertise across the procurement and contract lifecycle, developing policies, guidelines, and best practices, as well as provide coaching and support to the team to ensure consistency and compliance in procurement practices.

Responsibilities include:
  • Identify opportunities for strategic procurement, new/emerging procurement initiatives, evaluate options and make formal recommendations to Managers, Directors, and VPs
  • Lead the development and implementation of new procurement strategies and formats
  • Review procurement and contracting activities to ensure compliance with procurement laws and government principles. Audits contract files for completeness
  • Prepare reports and briefing notes for the Manager, Director, other CLBC functional leaders, and CLBC Executives on the effectiveness of procurement practices and identify areas for improvement
  • Support CLBC managers and functional leaders with negotiations of final contract in complex procurements
  • Analyze third-party contracts and supplier requests for amendments to CLBC standard contract templates within established CLBC practices
  • Engage effectively with internal partners to develop a better understanding of organizational procurement and contracting needs, identifying improvement opportunities and implementing effective solutions
  • Establish and maintain collaborative relationships with various external partners, including the Ministry of Children and Family Development, Legal Services Branch, and other government agencies

What you will bring:

  • Bachelor's Degree in Business Administration, Supply Chain Management, Finance, Accounting, Economics, Public Administration, or a related field
  • Professional certification such as Supply Chain Management Professional (SCMP), Certified Supply Chain Leader (CSCL) or other is preferred
  • Minimum of 5 years of direct experience in procurement, supply chain management, or contract management
  • Experience with Indigenous Procurement will be an asset
  • Direct experience with public sector procurement will be an asset
  • Direct experience in developing procurement strategies, policies, and procedures
  • Direct experience in contract negotiations and vendor management

We are also looking for:
  • Knowledge of:
    • Public Sector procurement policies and processes
    • Canadian procurement law and applicable trade agreements will be an asset
    • Contracting and legal terms and conditions
  • Proven ability to
    • think strategically and apply tact and good judgment
    • analyze, interpret, summarize and organize information accurately and in a timely manner
    • understand and analyse legislation, legal decisions (both judicial and tribunal decisions), and collective agreements
    • advise executive, senior management and/or field staff in a tactful, professional manner on complex issues while maintaining the confidentiality of sensitive information when appropriate
  • Proficient computer skills and knowledge of the application of information technology systems, specifically MS Office tools, particularly Word and Excel
  • Strong analytical skills and high level of attention to detail
  • Confidence and integrity in carrying out duties and supervising and advising staff
