Description
The City of Anaheim Public Works Department - Engineering Division: Traffic Engineering Section is seeking a Principal Traffic Engineer to oversee the Traffic Management Center (TMC). The Traffic Engineering Section is responsible for the day-to-day maintenance and operation of all City Signals, developing and managing traffic engineering capital improvement projects, reviewing various development applications and associated traffic studies, and all long-range transportation planning efforts at the local and regional level.

The Principal Traffic Engineer assigned to the Traffic Management Center (TMC) will oversee the group which is responsible for operation and maintenance of all City traffic signals, Intelligent Transportation Systems (ITS) traffic control devices, and management and coordination of traffic circulation for planned and unplanned special events including those in the Anaheim Resort and Platinum Triangle. This position will report to the City Traffic Engineer and supervise two Associate Engineers, one Operations Superintendent, six Traffic Signal Technicians and part-time staff. Must possess thorough knowledge of TMC central control software and traffic signal control hardware and software to program, manage and operate traffic signal controllers, changeable message signs, CCTV cameras and Bluetooth equipment.

The Principal Traffic Engineer assigned to the TMC will develop a vision to further enhance, develop and repair gaps in the City's traffic signal infrastructure and ITS equipment. Activities will include searching for grant activities, and writing grant proposals to compete for federal, state and local funding opportunities. The Principal Traffic Engineer assigned to the TMC will work closely with the City Traffic Engineer and other Principal Engineers in the Traffic Engineering Section to develop and deliver capital projects.

Candidates must possess at least four years of responsible professional experience in transportation, transit, traffic planning or engineering including one year of administrative and/or lead supervisory experience supplemented by a related Bachelor's degree from an accredited college or university. Candidates who possess one of the following: a State of California registration as a Professional Civil Engineer, Electrical Engineer or Professional Traffic Engineer,
The priorities and projects for this position include:
  • Manage and operate the Traffic Management Center (TMC) central system software, traffic signals, CCTV equipment, ITS and communication devices,
  • Review traffic related technical documents such as traffic signal plans, traffic control plans, engineering studies related to operations and maintenance of traffic signals.
  • Develop, implement and deliver traffic signal related projects such as OCTA Traffic Signal Synchronization Program (TSSP), all signal timing projects, all ITS and infrastructure improvements
  • Prepare and submit grant funding applications for transportation projects to improve traffic flow, circulation, and safety.
  • Oversee and approve the preparation of all signal timing work
  • Address resident concerns related to traffic signal operations over the phone, via email, and through the City's Anaheim Anytime system.

Essential Functions

Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing traffic engineering services within the assigned section; prepare various reports on operations and activities.

Establish schedules and methods for providing traffic engineering services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.

Participate in the selection of traffic engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Participate in the preparation and administration of the traffic engineering program budget; submit budget recommendations; monitor expenditures.

Participate as project manager for special transportation and traffic engineering studies; prepare requests for proposals; review environmental impact reports; prepare transportation models.

Supervise the operations of the computerized traffic signal and changeable message sign system including design, operation, and troubleshooting of all traffic control systems, devices, and communications equipment; coordinate signal timing and events communications with other departments and jurisdictions; analyze and document information requirements for computer based traffic control systems.

Coordinate consultant traffic engineering and signal maintenance contract services; monitor State Transportation funds; administer contracts.

Coordinate grade crossings and separations at railroad right of ways; provide services for parking design and management; coordinate school, pedestrian and bicycle traffic safety.

Prepare documents for processing claims against the City; testify before commissions, courts, and city councils.

Oversee preparation and review of plans, specifications, and estimates for traffic engineering projects; review other City department plans related to traffic engineering as necessary.

Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

Prepare and submit grants as necessary; ensure adequate funds for the traffic engineering function by preparing and monitoring budget data.

Provide the City with safe and efficient traffic control systems including the engineering design and operation of traffic signal control devices, communications equipment and infrastructure, and signs; conduct traffic engineering surveys and studies.

Represent the City on traffic and transportation issues in the absence of the Traffic and Transportation Manager.

Update and revise traffic standards and ordinances; provide technical traffic engineering assistance for regional projects and programs.

Maintain records concerning operations and programs; prepare reports on operations and activities.

Coordinate activities with those of other divisions and outside agencies and organizations; provide staff assistance to the Traffic and Transportation Manager; prepare and present staff reports and other necessary correspondence.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of traffic engineering; incorporate new developments as appropriate into programs.

Perform related duties as required.

Qualifications
Experience and Education: Four years of responsible experience in traffic and transportation engineering including one year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in traffic or civil engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operations, services, and activities of a traffic engineering program; principles and practices of traffic engineering; principles of supervision, training, and performance evaluation; modern and complex procedures, methods, and techniques of traffic and transportation engineering and planning; use, operation, and maintenance of computerized traffic signal systems; electrical engineering and computer science principles; traffic signal controllers, cameras, and intelligent transportation systems and their theory of operations; traffic signal synchronization and signal design; financial planning and monitoring; principles and practices of accident analysis; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct traffic engineering programs; supervise, organize, and review the work of assigned staff involved in traffic engineering; select, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing traffic engineering services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; design and plan traffic and transportation systems; apply for grants and other funding sources; organize, direct and implement a comprehensive traffic and transportation project; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of, or the ability to obtain, State of California Professional Engineer registration in Civil, Traffic, or Electrical. Possession of an appropriate, valid driver's license.
