DESCRIPTION

The City Secretary is a professional municipal court clerk responsible for managing the administrative functions of a city, including maintaining public records, preparing meeting agendas, and overseeing elections. In addition, they provide administrative support to the mayor, city council, and city departments, all in accordance with state and local laws. This position requires a commitment to professionalism, integrity, and public service.

QUALIFICATIONS
  • Bachelor's degree in public administration, business administration, political science, or a related field is required; Master's degree preferred.
  • 6 or more years of experience in municipal government or related field, with progressively responsible administrative experience required.
  • Texas Municipal Clerks Certification preferred.
  • Valid Driver's License Class C.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of Texas Open Meetings Act (TOMA), Public Information Act (PIA), Texas Election Code, and other relevant state laws and regulations governing municipal operations and governance processes.
  • Strong organizational and administrative skills, with attention to detail, accuracy, and confidentiality in handling sensitive information, legal documents, and official records.
  • Excellent communication and interpersonal skills, with the ability to interact professionally and effectively with elected officials, staff, stakeholders, and the public.
  • Proficiency in using office software applications, email, and electronic records management systems, and the ability to adapt to new technologies and software platforms as needed.

MAJOR DUTIES
  • Serve as the custodian of official city records, including ordinances, resolutions, contracts, minutes, and other documents.
  • Prepare and maintain accurate records of city council meetings.
  • Coordinate the distribution and publication of meeting agendas, notices, and legal advertisements in accordance with applicable laws.
  • Administer oaths of office and maintain records of elected officials and appointed board and commission members.
  • Manage the city's records management program, including retention schedules, archival storage, and public records requests.
  • Serve as the chief election official and oversee municipal elections, including candidate filings, ballot preparation, polling locations, and election results in compliance with state and federal election laws and regulations.
  • Provide administrative support to the city manager, mayor, city council, and various boards and commissions.
  • Respond to inquiries from the public, city officials, and other agencies regarding city records and procedures.
  • Attend city council meetings and other official functions, as required, and provide guidance on parliamentary procedure and legal requirements.
  • Other duties as assigned.

This position is an essential service position and will require providing services during emergency situations.
