Summary
The Emergency Medical Services (EMS) Division of Public Health-Seattle & King County seeks to fill the Finance & Administrative Services Manager (Administration Section Supervisor) position. The division is looking for an experienced and strategic leader who is committed to equity principles and excels at inspiring, supporting and managing people in a complex work environment. This senior level position reports directly to the EMS Division Director, provides administrative subject matter expertise to Section Supervisors, and is a key participant in EMS Leadership Team deliberations and strategic decision-making.
The EMS Division provides core regional services essential to delivering the highest quality out-of-hospital emergency care across King County. The EMS Division partners directly with 23 first responding EMS agencies in King County staffed by over 4,500 EMTs and paramedics resulting in more than 255,000 EMS patient care responses annually. Additional key partners include the four major dispatch centers staffed by over 200 telecommunicators, 11 mobile integrated healthcare (MIH) programs that connect patients to specialized community services, law enforcement and social worker co-responders, nurseline staff, regional hospitals, private ambulance companies, and community organizations to ensure a seamless provision of pre-hospital services to more than 2.3 million residents in King County.
Grounded in foundational principles of regional collaboration, a tiered medical model, an equity-driven focus, innovative practices, operational efficiency, and the fiscal integrity of a voter-approved levy, core regional services are organized across diverse EMS Division lines of business, including the Administration Section, and is funded through the $1.15 billion 6-year Medic One/ EMS Levy.
The primary role of the Administration Section Supervisor is to provide strategic direction, oversight and guidance to EMS Division leadership and partners related to a wide range of administrative duties necessary to support EMS Division day-to-day operations. Duties include the direct supervision of the administrative and financial staff that ensure administrative tasks are carried out according to established EMS Division, Public Health and King County policies and practices. The work exists within a dynamic and politically complex regional EMS system and Public Health environment and relies on fostering collaborative and respectful relationships with an array of internal and external partners and a commitment to an employee culture that values equity, inclusion and belonging. Responsibilities also include the establishment of strong, reliable and trusted relationships with Public Health (PH) and King County (KC) administrative sectors such as Human Resources (PH/HR and HRD), Contracts, Procurement, and Real Estate Services (CPRES), PH Finance & Budget, Facilities Management Division (FMD) and KC Information Technology (KCIT), to ensure smooth operations within the EMS Division and with our EMS partners in the region.

Work Schedule
Typical work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm (with flexibility). This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
Work Location
This position works a hybrid schedule, with two days in office per week and the remainder telecommuting. The base for this position is the Chinook Building, located at 401 5th Ave, Seattle, WA, 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Teleworking:
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties
- Direct, advise and ensure adherence to established King County policies and practices, and alignment with the EMS Division Strategic Plan and policies, for a wide variety of administrative operations within the EMS Division.These administrative operations interface with the other programmatic sections in the Division, requiring excellent communication and coordination with Section Supervisors and Division leadership. They includebut are not limited to HR and payroll, contract administration, EMS levy financial plan management, biennial budget development and ongoing fiscal management, procurement processes, KCIT, risk management, and fleet/facilities coordination.
- Coordinate, support and ensure adherence to established King County policies and practices, and the EMS Division Strategic Plan, for the variety of administrative operations with regional EMS partners, including but not limited to contract administration, invoicing, and financial oversight with local area fire departments, communication centers, hospitals, and community organizations.
- Supervise, lead, and mentor an effective administrative team consistent with King County's values particularly, we are racially just, we respect all people, and we are responsible stewards. Provide appropriate and equity-based direction, support, and guidance to staff that fosters employee engagement and trust.
- Ensure that administrative employees are responsive to internal and external customers in providing timely, accurate, high quality financial and administrative work products in adherence to King County polices and guidelines.
- In close coordination with the EMS Division Director and EMS Deputy Director, represent the division in both internal and external settings,and effectively work with partners to process work and resolve issues.
- Provide administrative guidance, clarity, problem solving, support, and planning to a variety of internal and external partners, organizing and ensuring timely completion of administrative tasks.
- Develop and disseminate clear and concise administrative cross-functional communications to ensure adherence to policies and procedures at EMS Division, Public Health and King County levels.
- Where appropriate, review/approve invoices, expense claims, p-card submittals, travel, and training expenses.
