The Assistant Operations Supervisor assists the Operations Supervisor with all aspects of operations at the Fort Wainwright Central Heat and Power Plant (CHPP). The position is responsible for supporting the Operations Supervisor with the coordination of operational functions and training through the CHPP work leaders so the CHPP continues to operate in a safe and reliable manner. This position may act as the CHPP Operations Supervisor when the CHPP Operations Supervisor is off-site. In addition, this position works closely with the CHPP Operations Supervisor to assure continuity of direction given to CHPP Operations work leaders. This position is responsible for providing counseling for work leaders with respect to disciplinary issues of operations employees. This position is also responsible for assisting the Operations Supervisor with the preparation of reports and other documents to the Privatization E-room, U.S. Department of Energy, OSHA, Alaska Department of Environmental Conservation, and Alaska State Department of Labor.

Starting Salary Range: $130,742.10 - $135,100.17

This is an in-person position located in Fort Wainwright, Alaska

What you will do
  • Assist the Operations Supervisor with the management of all aspects of operations and effectively provide direction to the foreman and crews.
  • Coordinate with the CHPP Maintenance Supervisor regarding work order planning, scheduling, and execution of maintenance of coal and ask handling equipment.
  • Ensure CHPP operations systems and processes are operated in a safe and efficient manner in compliance with all applicable compliance requirements.
  • Ensure reliable operational records are maintained and recorded for historical purposes.
  • Provide guidance to the work leaders to ensure scheduling of time off by employees minimizes the use of overtime.
  • Observes operations staff to ensure activities are being conducted in accordance with company QC and safety standards.
  • Conduct quality control inspections for tasks carried out by the operations staff.
  • Ensure work leaders and staff comply with Doyon Utilities policies and work procedures.
  • Coordinate with Project Managers for work performed on operations equipment.
  • Coordinate with Operations Supervisor to ensure coal and ash handling efforts meet the needs of boiler operations.
  • Provide support to the Operations Supervisor for management of the boiler, turbine, coal, and ash operations.
  • Coordinate coal car planning, ordering, and empty coal car pickups with DPW.
  • Employee supervision, to include timekeeping oversight, performance evaluations, disciplinary actions, and recommendations regarding hiring, termination, training, promotions, and other personnel related duties.
  • Coordinate training for all operations employees.
  • Ensure Operations related SOPs are up-to-date and conduct quality control inspections.
  • Assist the Operations Supervisor with the development of the Operations annual budget.
  • Ensure Operations usage of the Loss Prevention System meets the established company goals.


Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

Qualifications
  • High School Diploma or equivalent Required and
  • Associate's Degree in Process Technology, or equivalent combination of education and relevant experience. Preferred
  • 2 years Supervisory experience Required and
  • 4 years Operational experience in a coal fired power plant or similar operation. Required
  • Proficient in Microsoft Office Suite (High proficiency)
  • Experience with CMMS software (Maximo preferred) (Medium proficiency)
  • Ability to maintain strict confidentiality (High proficiency)
  • Excellent written and verbal communication skills (Medium proficiency)
  • Must demonstrate initiative and be able to work with little supervision (High proficiency)
  • Strong leadership and team management skills (High proficiency)
  • Ability to organize, implement, and direct power plant operations/activities (Medium proficiency)
  • Knowledge of budget development (Medium proficiency)
  • Ability to be on-call and report to work at various times, when needed. (High proficiency)

  • State of Alaska Boiler I License within 1 Year Preferred
