We are seeking an experienced Commissioning Manager to lead the commissioning efforts for a new semiconductor facility in Sunnyvale, California. This role will oversee a team of commissioning engineers and work closely with project stakeholders to ensure that all mechanical, electrical, controls, life safety, and process systems are commissioned in compliance with industry standards and project specifications.

The ideal candidate will have a strong background in semiconductor facility commissioning, with a focus on high-tech manufacturing environments. This role requires strong leadership, exemplary collaboration, technical expertise, and the ability to manage multiple commissioning activities and disciplines simultaneously.
Responsibilities:

Commissioning Leadership & Management
  • Lead the full commissioning lifecycle, from construction QAQC activities to pre-functional checkouts to functional performance testing and owner acceptance and closeout.
  • Manage a team of commissioning engineers across mechanical, electrical, controls, process, and life safety systems.
  • Develop and maintain the project commissioning schedule, direct commissioning activities to meet project milestones.
  • Develop & maintain the project system startup matrix (SSM)
  • Coordinate commissioning & startup efforts with construction teams, design engineers, vendors, and the facility owner.
  • Chair commissioning meetings and distribute ARs via meeting minutes.
  • Resolve issues amicably with the stakeholder through effective communication and innovative solutions.

Semiconductor Facility Commissioning Expertise
  • Oversee commissioning of the cleanroom environment, ultrapure water systems, process gas distribution, process chemical distribution, waste collection and waste treatment systems, high-voltage electrical systems, HVAC systems, process systems and critical automated controls.
  • Ensure compliance with industry standards such as ASHRAE, NEC, NFPA, IEEE, and LEED.
  • Manage systems performance issues and support corrective actions.
  • Coordinate successful Site Functional Acceptance, Performance Testing & Integrated Systems Testing (IST).

Documentation & Quality Control
  • Maintain the commissioning plan, track completion of construction checklists, and functional test scripts.
  • Review and approve commissioning reports, test results, and issue logs.
  • Maintain a corrective action tracking system to ensure timely resolution of deficiencies.
  • Ensure compliance with QA/QC standards and project specifications via oversight of document reviews.

Stakeholder Coordination & Communication
  • Act as the primary point of contact for commissioning related discussions with owners, general contractors, and trade partners.
  • Conduct regular commissioning meetings and provide accurate project updates.
  • Prepare and deliver technical presentations on commissioning progress.
  • Support facility operations teams with training and documentation for long-term system performance.

Safety & Compliance
  • Ensure all commissioning activities comply with OSHA, CA State regulations, and facility safety protocols.
  • Promote a culture of safety and wellbeing among the commissioning team.
  • Work closely with EHS teams to ensure safe startup and testing procedures.
Skills Required:

Experience:
  • 5+ years of experience in commissioning, startup, or construction management in advanced semiconductor manufacturing or other industrial or advanced datacenter construction projects.
  • Experience in leading disciplined commissioning teams in semiconductor, pharmaceutical, or advanced manufacturing facilities.
  • Direct experience with commissioning HVAC, electrical, controls, and process systems in semiconductor environments.
  • Knowledge of semiconductor process support utilities and systems, such as PCW, OFA/CDA, PVAC, MAH's, Heat Recovery, HW, CHW, TCHW, PLC/SCADA, LSS systems and equipment etc.

Technical Skills for Commissioning Management:
  • Proficiency in software packages that can support commissioning management, e.g. CxAlloy, Bluebeam, Smartsheet, Power BI, Procore, or similar tools.
  • Ability to develop, analyze and interpret project KPI's.
  • Ability to sequence commissioning activities and publish in a schedule.

Soft Skills & Competencies:
  • Strong leadership and team management skills.
  • Ability to mentor commissioning team members as needed.
  • Ability to work in an intense project commissioning phase environment and manage disputes.
  • Excellent problem-solving and decision-making abilities.
  • Ability to communicate consistently, accurately and effectively with engineers, technicians, contractors, and facility owners.
  • Highly organized with the ability to manage multiple priorities in a fast-paced environment.
  • Any other duties or responsibilities that may be assigned to you in your role.


Education / Licenses / Certifications:
  • Bachelor's degree in mechanical engineering, Electrical Engineering, Facilities Engineering, Controls Engineering or a related field.
  • BCxA certification - Certified Commissioning Professional (CCP), QCxP or BCxP certification highly regarded & preferred.
  • OSHA 30-Hour Safety Certification is required.
  • Proof of education, licenses, and certifications will be required where applicable.

Hourly Rate:

$50-$70 USD

Eligibility for per diem is determined by company policy and is applicable only under specific circumstances, based on job location and travel requirements.

Monthly Per Diem (If applicable):

$6,066-$6,066 USD
