General Statement of Duties

Manages capital projects from inception to completion for all architectural and engineering projects. The employee in this position applies in-depth knowledge of capital projects and/or educational facility planning, budgeting, project scheduling, procurement, architectural design, engineering and construction to administer capital improvement projects

Essential Duties

- Manages work assignments, project scheduling, budgeting, and coordination of project standards and procedures.

- Prepares and presents reports and recommendations both written and orally for review and presentation to the school board and other agencies, groups, etc. for all capital projects.

- Works closely with Senior Capital Projects Manager, key County and School officials, and other officials in the planning and construction/coordination of major capital improvements.

- Develops preliminary designs and prepares cost estimates.

- Negotiate fees, in consultation with the Senior Capital Projects Manager, with consulting firms and prepare, develop, and review project contracts in conjunction with Purchasing and the County Attorney.

- Manages various construction projects, temporary classroom installations and maintenance, and other projects as assigned.

- Attends meetings and public hearings to provide necessary technical expertise for development of capital projects.

- Develops construction plans and specifications in conjunction with engineers and architects.

- Reviews program data and schematic, preliminary, and final plans and specifications for capital improvement projects. Examines plans and designs determining whether such plans and designs are in conformity with the provisions of applicable codes and practices.

- Provides in-house design for capital improvements and budgeted improvements to existing facilities as required.

- Ability to manage multiple projects of varying size at one time.

- Keeps official project records and reports.

- Consults with Construction and Maintenance trades as required for various projects.

- Coordinates construction of projects, keeping notes on the job's progress and preparing reports as required.

- Attends work daily and be engaged and on task.

- Self-auditing practices in safety awareness and procedures.

- Performs other duties as assigned.

General Description:

- Works directly with Director, Assistant Director and Senior Capital Projects Manager in developing and implementing approved Capital Improvement projects at schools.

- Works directly with Construction and Maintenance staff in completing Capital Improvement projects from project inception thru completion.

- Works directly with county purchasing department in procurement of capital projects.

- Maintains liaison with local, state, and federal agencies relative to educational facility projects.

- Assists in preparation of annual Capital Improvement plan as requested by the Senior Capital Projects Manager.

Minimum Qualifications

Bachelor's degree in Engineering or Architecture and a minimum of five years' experience or any combination of experience and training which provides the required knowledge, skills, and abilities. Professional Engineer or Registered

Architect (Commonwealth of Virginia) strongly preferred. Extensive knowledge of the principles and practices of architecture and engineering; ability to communicate principles orally or in report form. Ability to work at high altitudes and

to work under adverse weather conditions. In-depth knowledge of county procurement and bidding practices. In-depth knowledge of county budgeting systems and practices.

Additional Requirements: Valid Virginia Drivers license.

*Minimum annualized salary - 80,039,90 (The salary for this position will be prorated based upon the official start date).

* Salary based on the 2024-2025 pay scale, subject to change based on adoption of the 2025-26 pay scale.
