Principal Job Duties & Responsibilities
Manage critical material orders and possibly supervise personnel with oversight from project Material Management leads
Ensure personnel are properly inducted in project-specific procedures, systems, protocol, and responsibilities
Provide general and direct supervision to the purchasing, expediting, and other support staff as assigned
Plan and execute the purchasing and/or expediting associated with commodities or engineered equipment, systems, or materials in support of project operations
Assist in the handling of complex purchasing and/or expediting functions or plans, and executes those functions within established Material Management Plans, policies, and procedures
Procure and/or expedite engineered equipment and materials in accordance with the Material Management Plan
Other duties as assigned

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
Experience in EPCM industry with capital projects
Experience with Fluor processes, procedures and systems
Experience in dealing with global vendors (outside US)
Ability to communicate fluently in English (read, write, and speak)
Working toward applicable professional certification(s) or license(s)
Experience should be primarily in the area of material management
Excellent interpersonal and communication skills
Excellent computer literacy and skills
Good leadership and decision-making skills

Other Job Requirements

Purchasing
Manage entire RFQ life cycle (bidder selection, RFQ issuance, negotiations, award, post award, close out)
Terms and Conditions negotiations
Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team
Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project
Align with Construction to determine site purchasing requirements and responsibilities
Coordinate the staffing of the project's purchasing functions in accordance with the requirements of the project Material Responsibility Matrix
Manage the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules
Interact with the Project Material Manager, Discipline Leads, and Client on a day-to-day basis to meet project procurement objectives
Review and understand Prime Contract flow down requirements
Negotiate Terms and Conditions, pricing, and other commercial items such as surplus return
Effectively manage personnel within multi-functional, culturally, and regionally diverse project team and provide an environment for the development and professional advancement of staff members
Negotiate back charges for final settlement
Effectively manage personnel within multi-functional, culturally, and regionally diverse project team
Review and provide quality oversight against procurement deliverables generated by less experienced specialists
