The Department of Public Health, Special Projects Unit, is seeking a Program Coordinator* to assist the Strategy and Business Development Officer in developing, training, implementing, and overseeing a variety of the department's special projects, including practices and procedures related to Enhanced Care Management (ECM) program services. The ECM program is a state-funded initiative that offers intense case management and wrap-around services from a multi-disciplinary team to improve overall health outcomes. The Special Projects Program Coordinator may also assist with department contracts, Board Agenda Items, procurement, special projects and department initiatives, which include countywide program operations and service delivery.

Special Projects Unit Services
The DPH Special Projects Unit provides administrative and project management support, handling the department's special projects and department initiatives, program development, and serves as the primary liaison to the County Administrative Office, Clerk of the Board of Supervisors, County Counsel, Risk Management, and Purchasing Department. The Special Projects team is responsible for providing project management support to a variety of department initiatives, the ECM program, as well as, supporting the Contracts and Grants Unit with preparing and monitoring DPH's contracts, Board Agenda Items, procurements, and grants.

EDUCATION: A Bachelor's degree in public, business or health administration, finance, accounting or other closely related field.-AND-
EXPERIENCE: Two (2) years of full-time equivalent professional administrative experience(e.g. policy writing, facilitate and monitor program objectives and budget, initiate, develop and write grants, research and data analytics for project needs including overall project evaluation) in a public health department, health services provider organization, healthcare organization or community based health organization.
Desired Qualifications
The ideal candidate for this position will have a bachelor's or master's degree and additional experience in health care related program planning/development/management, grant writing/administration, and/or contract development. Candidates with health care policy, contracts, and/or program development experience are preferred and highly encouraged to apply.

Duties for the position may include, but are not limited to, the following:
- Assisting the Strategy and Business Development Officer in coordinating ECM program operations; facilitating and monitoring program objectives; evaluating staffing and service delivery for effectiveness and efficiency; making recommendations regarding staffing issues, caseload management, and program policy.
- Initiating, developing, coordinating, and facilitating department special projects as assigned by the Executive Team, including ECM related grants and contracts, including activities related to compliance, service delivery operations, and budgets.
- Assisting the Strategy and Business Development Officer with planning, developing, monitoring, and controlling ECM program budgets; identifying and pursuing sources of revenue and funding; monitoring expenditures and revenues; forecasting budget needs; determining service priorities; directing cost/benefit studies; and monitoring reimbursement invoicing and billing.
- Gathering and analyzing information pertaining to assigned special projects and the ECM program, including overall program evaluation; developing and monitoring data collection systems; and preparing a variety of reports and correspondence.
- Recruiting, hiring, training, supervising, and directing staff associated with the Department of Public Health's (DPH) special projects unit and/or ECM team, including assigning and review of work, preparation of work performance evaluations and disciplinary actions.
- Developing policies and procedures in coordination with the DPH Strategy and Business Development Officer and Strategic Integrity Division, for a variety of special projects including ECM services and the roles of the staff assigned to the ECM teams.
- Collecting data and ensuring patient information is accurately and timely captured within the Electronic Health Record and other systems that track ECM activities and related reimbursement.
- Participating in leadership planning and ongoing coordination meetings, which may include staff from other County departments, the state, and/or local Managed Care Plans; as needed, representing DPH on task forces, planning bodies and/or committees.
