Job Description:

As the Project Controls Director, you will play a crucial role in developing and implementing project control strategies, overseeing the project controls team, and coordinating with project leaders to ensure the project's success. Your responsibilities will include monitoring project performance, managing risks, and ensuring that all project control processes are aligned with the company's objectives. You will also be responsible for providing accurate and timely reports to senior management and stakeholders, ensuring that the project remains on track and within budget.

The office for this position will be located in downtown Toronto, and it is a project-based role. The Ontario Line - Southern Civils, Stations and Tunnels contract is the largest in the history of Ferrovial Construction. This ambitious project involves the construction of several stations, civil works, and a tunnel along the southern line of Ontario. The magnitude and complexity of the project require exceptional project controls leadership and management to ensure compliance with timelines, budget, and quality standards.

Key Responsibilities:

  • Develop strategy for the Project Controls function.
  • Design and implement an integrated project controls system.
  • Produce and regularly update Project Controls procedures, developing project controls execution plans, procedures, and guidance.
  • Support and monitor the implementation of these procedures in projects for performance analysis, reporting, and cost/program integration according to contract requirements.
  • Support and monitor the development of the project baseline across scope, time, cost, risk, schedule updates, forecast to complete, variance identification, opportunities for improvement, and earned value management.
  • Mentor project controls managers and team members.
  • Manage Project Control staff, set targets, and review performance.
  • Develop an Audit Programme for projects, implement and lead the Audit Programme, and produce reports.
  • Identify complex construction and associated risks/opportunities and assist in resolving any problems.
  • Promote company values in all dealings with other employees, clients, subcontractors, and other stakeholders.
  • Implement necessary processes in the Project to ensure compliance with company Processes.
  • Develop Project Controls strategy in agreement with the Project Senior Leadership Team.
  • Lead the Project Controls team at Project Level, liaising closely with the Project Director, Planning Manager, Commercial Manager, Finance Manager, and Delivery Managers.
  • Develop and communicate the Project Controls Plan, where the change, cost, value, risk, and schedule management processes are explained and defined, discharging the Work Information obligations in Project Controls.
  • Develop and communicate the Risk Management Plan, implement the process, lead meetings with team managers, and assist in identifying risks and opportunities.
  • Develop and communicate the process for the collection of measurement information from differente sources, including resource, cost, schedule, and physical progress.
  • Assist the Commercial Team with change management processes and procedures.
  • Develop performance metrics and reports tailored for executive leaders, project managers, and construction supervisors, highlighting negative variances/trends, potential issues, and risk status.


Skills, Competence, and Interpersonal Skills:

  • 15+ years construction industry experience.
  • Confident leader and negotiator with an excellent understanding of construction principles and the relationship between delivery teams and commercial functions.
  • Extensive experience in project controls.
  • Extensive experience with cost management systems within major civil engineering projects.
  • Proven strong analytical skills.
  • Excellent knowledge of documentation systems. Sound interpersonal skills and ability to interact collaboratively with the supply chain, colleagues, and clients. Excellent communication and presentation skills. Ability to manage a team and deliver timely high-quality reports.
