Job Description Summary:
This position is responsible for overseeing the development and execution of comprehensive total rewards strategies, ensuring alignment with organizational goals, regulatory requirements, and industry best practices across the MarinHealth enterprise. This role will work closely with Human Resources leadership and other stakeholders to enhance employee experience through competitive compensation, benefits, and recognition programs. Additional responsibilities include the development, implementation, and maintenance of competitive compensation structures, salary bands, and incentive programs that align with organizational goals and market trends. Also within the purview of this role is the administration of benefits programs including health and welfare, retirement, pension, leaves of absence, and workers' compensation. This includes implementing benefits policies and programs, cultivating vendor relationships, processing transactions affecting benefits eligibility, coverages and deductions, resolving benefits issues, coordinating benefits enrollment and educational events, ensuring timely communication of benefits information, tracking and reporting relevant benefits data, administering all leaves of absence and ensuring compliance for all federal, state, and local leaves of absence, ADA claims, and workers' compensation claims.

Job Requirements, Prerequisites and Essential Functions:

JOB SPECIFICATIONS:
A. EDUCATION
Bachelor's degree in Human Resources, Business Administration, or a related field preferred. Master's degree is highly desirable.
B. EXPERIENCE
A minimum of five (5) years of experience in total rewards, compensation, and benefits administration, preferably in a healthcare setting.
C. PREREQUISITE SKILLS
1. Strong knowledge of healthcare industry-specific compensation trends.
2. Proficiency in compensation analysis tools (e.g., MarketPay, PayScale, or similar platforms).
3. Experience with HRIS systems (Workday preferred) and data analytics.
4. In-depth knowledge of benefit programs, including medical, dental, vision, and prescription benefits, COBRA, flexible spending accounts, life and disability insurance, paid time off, employee assistance program, educational reimbursement and other employee benefits.
5. In-depth knowledge of federal, state, and local leave of absence entitlements and accommodations under the Americans with Disabilities Act regulations.
6. Ability to responsibly administer benefits programs and effectively resolve issues, make recommendations concerning departmental policies and procedures, and assist in development of l benefit and compensation programs goals and objectives
7. Strong project management skills with the ability to lead multiple initiatives simultaneously.
8. Strong verbal and written communication skills with ability to act with diplomacy and tact.
9. Customer-service oriented, ability to exercise good judgment, and ability to maintain a high level of confidentiality.
10. Strong analytical skills with the ability to interpret data and make data-driven recommendations
11. Knowledge of and proficiency in using PC based applications including Microsoft Word, Excel, and Outlook. Experience using an automated benefits administration system. Knowledge of Payroll processes related to benefits administration.
V. LICENSE/REGISTRATION/CERTIFICATION:
A valid California motor vehicle operator's license is required.

VIII. DUTIES AND RESPONSIBILITIES:
A. ESSENTIAL (not modifiable)
1. Develop, implement, and maintain competitive compensation structures, salary bands, and incentive programs that align with organizational goals and market trends.
2. Lead annual salary planning and merit increase processes
3. Conduct salary benchmarking and market analysis using tools such as surveys and compensation software.
4. Partner with Talent Acquisition to design competitive compensation offers and retention strategies
5. Manage the administration of enterprise-wide benefits programs, including, but not limited to pension, retiree health care account, employee 403b/401k programs, group and individual life insurance, long-term disability, health benefits, flexible spending plans, employee assistance programs, COBRA issuance, new hire benefits orientation, annual benefits fair, annual open enrollment, coordination of 5500 filings, and overseeing all contracts and issues related to third-party administrators.
6. Evaluate existing benefit offerings and make recommendations for enhancements that meet the diverse needs of a multi-generational workforce.
7. Oversee administration of all non-occupational leave of absence requests in coordination with a 3rd party leave administration vendor, occupational leave requests, and effectively interpret FMLA and ADA implications as they relate to leave of absence/disabilities.
8. Advise employees and departments on appropriate administration of benefits and leave of absence policies and procedures and acts as a liaison between inter-department partners such as Payroll, Employee Health, and Employee & Labor Relations.
9. Assists in development and implementation of changes in policies and procedures related to compensation, benefits, leaves of absences, and compensation, ensuring that they adhere to federal, state, and local regulations.
10. Develop and continuously refine communication strategies to enhance employee awareness and participation in total rewards offerings.
11. Periodically analyze data and metrics to measure program effectiveness and recommend improvements.
12. Completes and maintains a procedure manual.
13. Ensures the coordinated delivery of service via the HRIS.
