Description
Under general direction, oversees the day-to-day operations of the Risk Management Department including but not limited to safety, loss control, commercial insurance, claims administration, contract review and recommendation, ADA/accessibility to County buildings, and HIPAA compliance.

This is a Fair Labor Standards Act defined Exempt Position - Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.
Tasks
Manages the risk management staff including setting priorities and reviewing staff work for accuracy, completeness, and detail; assesses performance and completes performance reviews; sets schedules and provides administrative approvals for leave requests and time sheets; provides professional guidance to staff, ensuring staff are trained; ensures employees follow policies and procedures; maintains a healthy and safe working environment and makes hiring, termination, and disciplinary action recommendations.
Manages and provides technical assistance with risk management procedures, policy development, safety and loss control, risk funding and liability mitigation, analysis of losses, on-the-job injury (OJI) program, insurance requirements for both self-insurance and commercial coverage, claim investigation, third party claims administration, and the development and creation of reports. Provides input to other County departments related to indemnification and insurance language in contracts, agreements, and bids.
Manages and assists with maintenance of the Risk Management claim Information System.
Recommends, reviews and approves insurance specifications for County contracts; coordinates the development and implementation of risk management policies, procedures and programs; serves as contact for external compliance agencies; monitors the compilation of reports in compliance with relevant governmental standards.
Serves as a technical information source for County management and staff; researches risk-related issues; performs special projects as requested; provides oversight of insurance and safety inspections; consults with vendors and departments relating to loss prevention systems; coordinates safety program.
Communicates and collaborates with internal departments, external consultants, vendors, external agencies, regulatory officials, the general public and/or other interested parties to coordinate work activities, exchange information and resolve problems. Represents the County at a variety of internal and external meetings, public events, training sessions or committees and/or other related events in order to receive and/or convey information.
Provides oversight for the Safety Program and works with the Safety Program Coordinator ensuring the County-wide safety plan and departmental safety plans, procedures, and standards are consistently followed and are in compliance with TN OSHA mandates. May develop, coordinate, and/or conduct risk, health, compliance, or safety training classes. Oversees County-wide Vehicle Accident Policy to include an employee training program for defensive/safe driving. Conducts quarterly safety leadership meetings and additional departmental safety meetings as required. Acts as lead and provides assistance/guidance to departmental Safety Specialists; makes recommendations to eliminate, control or minimize risks.
Monitors and enforces the County's compliance with state and federal laws to include the TN Occupational Safety and Health Act (TOSHA) and Department of Transportation (DOT).Acts as the City's representative to TN OSHA. Monitors new safety laws and updates County safety policies.
Serves as the County's DER (Designated Employee Representative) and manages the County-wide Drug and Alcohol program, to include working with the MRO (Medical Review Officer), medical providers performing tests, and department leadership to ensure policy compliance and best practices.
Develops reports to analyze safety trends and record safety training; provides a variety of reports and summaries to management and County wide safety staff to evaluate safety program results.
Conducts County wide job safety analyses and field audits of workplace environments to identify and analyze potential risks; provides guidance for corrective action.
Performs other related duties as assigned.
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of Tennessee Occupational Safety and Health Regulations and federal Occupational Safety and Health Regulations.
Knowledge of American National Standards Institute (ANSI) standards and Environmental Protection Agency law and regulations.
Knowledge of A.M. Best Insurance Rating Guide and prevailing insurance practices and policies.
Knowledge of contractual relationships and negotiations with third parties.
Knowledge of Hamilton County policies and procedures, employee benefit and group insurance plans.
Knowledge of Public Risk and Insurance Management Association guidelines.
Knowledge of applicable statutory and case law affecting employment-related and liability issues relative to settlement decisions.
Skill in reading, interpreting, understanding and applying Tennessee Occupational Safety and Health Regulations, related policies and procedures, applicable Federal rules and regulations, Hamilton County Policies and Procedures.
Skill in the application of risk management, safety, and liability and group insurance principles and standards.
Skill in establishing programs and procedures and maintaining cooperative working relationships with department staff, other County departments and external agencies and parties.
Skill in effectively communicating orally and in the development of written documents and reports
Skill in identifying, establishing and implementing operational standards, policies, and procedures for the County.
Skill in planning, organizing, developing and leading risk management staff to the achievement of goals and priorities.
Skill in insurance matters and self-insured funding mechanisms, risk liability funding and on-the-job-injury funding.
Skill in project management.
Skill using all Microsoft Office products.
Minimum Qualifications
Bachelor's Degree in Risk Management, Occupational Safety, Environmental Health, or a closely related field from an accredited institution and five (5) years of direct work experience in the field of risk management, two (2) years of which must be in a supervisory capacity. A valid drivers license is required.
PREFERRED QUALIFICATIONS:
CSP (Certified Safety Professional) or ARM (Associate Risk Management) Designation preferred.
PHYSICAL REQUIREMENTS:
Work requires limited physical effort primarily involving intermittent sitting, standing, driving, and walking. This position may require the occasional lifting and carrying of up to fifty (50) pounds.
