GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a forward-thinking, full-time Highway Development Engineer to play a pivotal role in the heart of our transportation mission. Based in Cheyenne, this position offers a unique opportunity to lead critical efforts that directly influence the planning, development, and future of Wyoming's highway infrastructure.
As the Highway Development Engineer, you will be responsible for developing and directing operating procedures, overseeing budgets, and managing key project activities across the state. - Administers the highway development program's functional areas, consisting of project development, photogrammetry and surveys, and engineering services, and appoints qualified individuals to ensure work activities are completed in a timely, efficient, and organized fashion
- Oversees the completion of the design of projects within the State Transportation Improvement Program (STIP) to ensure project delivery goals, expectations, and schedules are met
- Confers with representatives of other programs and the districts on projects being added to the STIP, identifies appropriate scopes of work, clarifies information, agrees on decisions, and resolves problems; this specifically includes scheduling and conducting the annual series of Highway Development Meetings
- Reviews and approves program correspondence, reconnaissance, and other inspection reports prepared by subordinate supervisors; proposes suggested revisions, raises questions to clarify intent or meaning
- Supervises and interacts with subordinate staff, responsible for personnel staffing, personnel issues, program organizational structure, position control, employee development, related training, hiring, firing, performance appraisals, and employee health and safety
- Confers with program staff members and other program managers to discuss issues, philosophy, plans, coordinate activities, and resolve issues
- Prepares information for and coordinates with other programs and divisions to ensure the department's strategic goals are met
- Prepares, reviews, and administers the program's budget
- Establishes, reviews, monitors, and revises performance measures in order to optimize staff and resources
- Plans, schedules, and monitors the functional areas' work and training activities to ensure program and department goals are met
- Develops program goals, objectives, and performance measures to align with WYDOT's mission, goals, vision, and values
- Writes and reviews policies and operating procedures for the highway development program, and reviews those that may affect the program's operation, written by others
- Conducts staff meetings to discuss all functional areas and activities within the program, resolves questions, and aids in resolving problems presented by subordinate supervisory staff regarding work processes, policies, organization, or methods
- Participates in Department task forces to address project, asset management, research, and STIP issues and makes recommendations on revised specifications, policies, and procedures
- Represents program/department at the local, departmental, state, regional, and national levels
- Participates in the American Association of State Highway and Transportation Officials (AASHTO) committees and collaborates with other state representatives, academia, and contractors to review research activities, develop design criteria, specification language, and design guides that will be used in the design of highway facilities nationwide, and within the State
Qualifications
KNOWLEDGE:
- Knowledge of business and management principles and processes involved in organizational planning, coordination, and execution of an engineering setting
- Knowledge of strategic planning, resource allocation, manpower requirements, and leadership techniques
- Knowledge of the personnel rules and the ability to interpret and implement these in daily activities
- Knowledge of road design principles and the fundamentals relating to highway geometrics, earthwork design, identification and evaluation of potential safety improvements/countermeasures, and construction and maintenance practices
- Skills in effective oral and written communication
- Ability to effectively communicate concepts and ideas to outside agencies, public partners, engineers and technicians
- Ability to work well with others and to identify the nature of problems to arrive at a concise resolution
- Ability to motivate, develop, and direct people as they work, and identify the best individual to complete a task
- Ability to supervise professional and technical employees engaged in a variety of work assignments
- Knowledge of accounting principles and practices, and the analysis and reporting of financial data to develop and monitor a budget
