ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Manages public health nursing programs by collecting, analyzing, and utilizing data to evaluate program implementation and outcomes;
  • Ensures high-quality client care and adherence to policies, procedures, standards, and regulations;
  • Provides direct client care to public health clients in the home, office, and community setting;
  • Provides leadership, training, and direct supervision of nursing staff;
  • Plans, implements, and evaluates services based on community health needs;
  • Prepares, monitors, and controls annual local nursing agency budget;
  • Investigate and implement additional funding sources, such as grants and fees;
  • Manages state and local contracts;
  • Reviews and updates policy procedure manuals;
  • Prepares annual local nursing agency budget. Monitors and controls the agency budget and investigates and

  • Manages the Public Health Emergency Preparedness Program in the county, including contract management
  • oversight of the Public Health Response Coordinator (PHRC), collaborates with the County Emergency Management Coordinator and the Local Emergency Preparedness Committee (LEPC).
  • Collaborates with local and state response coordinators for effective public health preparedness and response.
  • Implements programs and services based on evidence and/or best practice.
  • Plans and oversees departmental staff nursing activities in the county PHN office.


Qualifications
PREFERENCES:
Preference will be given to applicants with a Master's degree, work experience in public health nursing or similar nursing experience, three years of professional work as a registered nurse, and supervisory and management experience.

KNOWLEDGE:
  • Knowledge of current nursing practice standards.
  • Knowledge of agency policies and procedures.
  • Knowledge of work management and leadership theory, and practice.
  • Knowledge of physical, biological, and behavioral sciences.
  • Excellent work management, leadership, and employee motivation skills.
  • Knowledge of utilization and implementation of evidence-based nursing and public health practice.
  • Working knowledge of Microsoft computer programs and Google applications.
  • Excellent written, oral, electronic, and interpersonal communication skills.


MINIMUM QUALIFICATIONS:
Education:

Bachelor's Degree (typically in Nursing)
Experience:

1-3 years of progressive work experience (typically in Nursing) with acquired knowledge at the level of a Senior Nurse

Certificates, Licenses, Registrations:

Must be licensed or eligible for licensure as a Registered Nurse (RN) in the State of Wyoming
OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Nursing) with acquired knowledge at the level of a Senior Nurse
Certificates, Licenses, Registrations:

Must be licensed or eligible for licensure as a Registered Nurse (RN) in the State of Wyoming
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
  • Must be licensed, or eligible for licensure, as a Registered Nurse (RN) in the State of Wyoming at the Baccalaureate level
  • Must have an active driver's license
  • Must be able to travel throughout the state and to national conferences, if requested or required
  • Must be able to work evenings, nights, and/or weekends when the situation requires it
  • BLS certification


NOTES:
  • FLSA: Non-Exempt
  • The Wyoming Department of Health is an E-Verify employer.
  • As a condition of employment, the successful applicant will be required to execute a release of personnel records to the director/board/commissioners in the county area involved on an as-needed basis. In addition, the successful applicant will be required to complete an Employee Health Assessment, which includes verification of immunity to vaccine-preventable diseases. If found to be non-immune, vaccination will be required unless medically contraindicated. Yearly influenza vaccination is also required, unless medically contraindicated. A background check, including the taking of fingerprints, will be completed through the Wyoming Department of Criminal Investigation, the Department of Family Services, and the Federal Bureau of Investigation, for every successful applicant. This position is located in the Public Health Nursing Section.
