Acceptable Experience and Education

Bachelor's degree in business or public Administration or a related field from an accredited university or college with five (5) years' experience in Court Administration; with three (3) years' experience in Data Processing field supplemented by special training in programming; with two (2) years of supervisory experience.
Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties
Essential Duties

Assists the Court Administrator and assigned Courts and Judges in an annual, comprehensive administrative review of the Courts policy and procedure and acts in the absence of the Court Administrator;
Assists the Court Administrator and the assigned Courts in the implementation of policies;
Ensures departmental policies are carried out;
Assures ongoing compliance with quality requirements and standards;
Participates in the development of the departments strategic planning; reviews and evaluates department systems and operating procedures for compliance and achievement of established goals; assists in the development, maintenance and routine compilation and reporting of performance measures;
Performs or delegates managerial functions of planning, organizing, prioritizing projects/tasks; keeping departmental statistics and preparing reports; and ensuring full compliance with existing laws, office policies, contract requirements, and instructions for the achievement of both short- and long-term department goals;
Oversees project development, implementation, and compliance with contracted guidelines; utilizing judgment in adapting and applying guidelines;
Coordinates with other departments to expedite work and improve performance, and identify solutions as necessary;
Participates in project management scheduling for assigned projects;
Serves as assistant on designated projects: works on other County projects as assigned;
Monitors and coordinates work projects to include configuration of systems according to business processes and department standards;
Compiles statistical and progress reports, designs, runs, and analyzes reports to successfully perform duties within department; and reports such information to the Court Administrator and assigned Courts as necessary;
Provides daily or frequent reports as assigned;
Creates database files of specific information pertaining to request of courts;
Assists with document conversion;
Provides graphic support for the department in projects and presentations;
Works directly with the County Auditor to ensure compliance with standard accounting practices;
Assists in processing billings and invoices for payment; receives payments; issues receipts; monitors spending; and maintains filing for such payments/orders;
Approves and oversees accounts payables for the department;
Assists in managing, preparing, and monitoring the departments, and the assigned Courts budgets; approves and monitors expenditures; initiates and recommends budget transfers;
Plans and budgets resource needs, system purchases and expenditures;
Prepares the monthly budget expense report for the Court Administrator's Office as well as for the assigned Courts;

Is responsible for the purchasing and monitoring of all purchase order requisitions;
Supervises department staff; provides work direction and technical instructions; arranges for staff training; sets, prioritizes, and reviews work assignments; evaluates staff; makes recommendations on hiring, terminating, and implements disciplinary actions as necessary;
Meets with management to identify and resolve problems; reviews and evaluates work methods and procedures;
Provides support, mentors, transfers knowledge, and skills to staff at all levels in a team environment to meet established goals and objectives;
Assists with managing the career development and performance of staff assigned;
Performs quality checks of work performed by department staff and makes corrections as necessary;
Oversees and tracks employee leave requests and flextime; ensures time used is accounted;
Acts as resource for questions and complaints and makes recommendations for solutions to problems and complaints;
Approves the bi-weekly payroll report through Kronos;
Develops and maintains performance measures;
Posts vacant jobs; coordinates, plans and participates in interviewing job candidates;
Conducts and keeps inventory of department's equipment;
Ensures the proper maintenance and repair of equipment and automated systems;
Provides technical assistance and support to personal computer and software; provides end-user support;
Coordinates with Information Technology Department regarding systems performance;
Makes recommendations to management in matters relating to technical solutions and/or improvements to data collection and accuracy processes;
Maintains the scheduling of cases in a timely manner for the management of criminal case flow;
Assists with the weekly arraignment scheduling and other settings and hearings for assigned Courts;
Ensures that the assigned Courts are informed of all trial settings, and all case settings such as motions, probation revocations, etc.;
Is responsible for the coordination and accuracy of data entry, data analysis, data or information manipulation and presentation and data reporting to other agencies and departments;
Assists with decisions for development, coordination and implementation of schedules, procedures, and programs for the dashboards, and enhances dashboards as necessary;
Generates and reports results on performance measures for the Department and assigned Courts;
Assists in configuration of systems according to business processes and department standards, and presents recommendations to management in matters relating to technical solutions and/or improvements to systems and docket management;
Ensures data results are properly captured on retention and retrieval systems and archived for legal and security purposes; prepares archived reports as needed;
Updates and reports the relevant and pertinent Court Tools for the Judicial Transparency Report (monthly or quarterly depending on the Court Tools measure), and work in conjunction with Court Administrator with respect to the Judicial Transparency Report;
Provides reports and data for open records requests.
Attends and participates in meetings, training, and information sessions;
Stays abreast of new trends and innovations in the field;
Maintains confidentiality, integrity, and ethics in all work functions and data guidelines;
Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Other Important Duties*

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary
Summary of Position

The Assistant Court Administrator under minimal degree of supervision will provide supervision for the assigned Court Administration Department in daily operations, oversight in production, quantity, and quality of work activities. The incumbent assists the Court Administrator and the assigned Judges of the Courts in the managerial duties of the Office of Court Administration.
The incumbent is responsible for assisting in the coordination of a comprehensive records management program for the courts, oversees, and monitors performance standards and metrics for standard court performance initiatives applicable to policies, procedures, and statutes to include development and support of new projects.

Organizational Relationships

Reports to: Court Administrator

Other: Has contact with department heads and/or staff, County departments, County employees, vendors, public agencies, and the general public in order to coordinate and complete assigned responsibilities

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
