Primary Job Goal: Responsible for providing administrative leadership to assigned HR staff and processes including absence management, workplace accommodations, strategic staffing, substitutes, and time and labor.
Essential Duties and Responsibilities:
  • Direct the operations of the Employment Services Department to include New Employee Onboarding and Orientation.
  • Lead the district's absence management processes in compliance with local, state, and federal laws and regulations to include, but not limited to, the Family and Medical Leave Act (FMLA), Approved Extended Leave (AEL), Military Leave, Paid Parental Leave (PPL), and sick leave.
  • Direct the management of the district's strategic partnerships, to include the district's substitute teacher program.
  • Lead the district's process for workplace accommodations in compliance with all associated laws.
  • Design and implement the district's staffing allocations and leveling/placement processes to ensure optimal staffing levels across the school system within the budgetary approval timeline.
  • Collaborate with district divisions and departments responsible for school allocations to ensure a systematic timeline for development and communication of staff allocations to principals.
  • Strategize and design innovative strategic staffing models to meet the needs of the school system.
  • Conduct research and analysis of organizational trends including review of reports and metrics from the organization's enterprise resource planning system (AccessHCS).
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; review and modify policies and practices to maintain compliance.
  • Oversee the district's time and labor reporting processes to ensure accurate timekeeping and adherence to labor reporting processes.
  • Perform other duties as assigned.


Qualifications:
  • Bachelor's degree required; Georgia Leadership certificate preferred. SHRM or pHCLE certification preferred.
  • Five or more years of progressive and comprehensive experience in HR processes (e.g., hiring, performance evaluations, FMLA/ADA engagement) preferred.
  • Ability to work independently and exercise professional judgement in decision-making.
  • Exceptional integrity, commitment to confidentiality, excellent character, and strong professional reputation.
  • Ability to abide by the Georgia Professional Standards Code of Ethics for Educators.
  • Must be regularly, predictably, and reliably at work. Must be able to be present at the physical worksite.
  • Ability to perform tasks involving prolonged periods of standing, walking, and sitting.
  • Ability to perform routine physical activities such as bending, lifting, and pushing/pulling up to 50 pounds.
  • Vision, hearing, written, and verbal communication skills are essential factors in performing essential tasks.
