Description
The City of Duvall, nestled in the scenic Snoqualmie Valley, seeks a dedicated Assistant City Engineer to join our Public Works Department. This role involves supporting the planning, designing, and overseeing municipal infrastructure projects, including streets, utilities, and public facilities. The ideal candidate will be a key player in a collaborative team, working closely with city staff, consultants, and the community to ensure projects meet technical standards and align with Duvall's commitment to quality and sustainability.

Essential Duties and Responsibilities

Performs engineering work requiring analysis of prepared road and drainage designs from preliminary plan review through construction inspections.
Evaluates development projects by applying engineering and construction principles, concepts, and adapted methodologies and procedures to ensure proposals conform to City of Duvall policies, regulations, and standards.
Responds to public or other inquiries relative to department policies and procedures.
Maintains regular contact with consulting engineers, construction project engineers, City, County, State, Federal agencies, professional and technical groups, and the public regarding division activities and services.
Performs on-site inspections of development and Public Works projects for infrastructure improvements. Provides contractors with punch-lists for items inspected that do not meet the abovementioned standards.
Provide on-site compaction testing on backfill material and asphalt surfacing as required.
Updates the sanitary sewer, water, storm drainage, street system maps, database, GIS system, and comprehensive plans.
Works to develop studies, flood control plans, and basin plans that address a range of environmental problems (e.g., flooding, erosion, water pollution, loss of habitat)
Analyzes output of hydrologic/hydraulic simulations to develop project design or study recommendation.
Evaluates feasibility of capital projects.
Assists in compiling data and authoring technical reports.
Performs design calculations and cost estimates.
Attends Council, Planning Commission, and Development Review Committee meetings as required.
Performs other related duties as assigned.
Desired Minimum Qualifications
Bachelor of Science degree with major coursework in Civil Engineering, Environmental Engineering, or related fields; or
Substituting one year of progressively responsible engineering experience for each academic year of the required education; or
Equivalent combination of education and experience.
Possesses E.I.T. certificate (passing Fundamentals of Engineering exam)
Valid Washington Driver's License.

Knowledge, Skills, and Abilities
Knowledge of civil engineering principles and practices.
Knowledge of methods and techniques in the scoping, design, bidding, construction, closeout, and maintenance of municipal projects.
Knowledge of water and sewer licensure administered by the State of Washington.
Knowledge of the City, Department's, and Division's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
Knowledge of principles and practices of budgeting, fiscal management, project management principles, and techniques.
Ability to effectively utilize the principles of strategic, long-range, and short-range planning.
Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
Ability to research and analyze detailed information and make appropriate recommendations.
Ability to develop department goals and objectives.
Ability to plan, develop, implement, and evaluate projects and programs.
Ability to develop, interpret, and implement regulations, policies, procedures, written instructions, general correspondence, and other department-specific documents.
Ability to establish and maintain accurate records of assigned activities and operations.
Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
Ability to coordinate with on-call consultants, managing activities and engineering work regarding utilities, development management, and transportation.
Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
Ability to think quickly, maintain self-control, and adapt to stressful situations.
Knowledge of management and supervisory practices & principles, including making final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.

Work is performed daily in and outdoors under all weather conditions and includes exposure to inclement weather, noise, equipment and vibrations, airborne materials, active construction sites, and traffic.
May require dealing with persons who are hostile or aggressive, posing threatening conditions.
