This department provides a variety of telecommunication support services to DHSEM, State, Local, Tribal and Federal emergency response personnel at special events and emergency/disaster field operations. This unit/department is responsible for assisting in the maintenance of state-of-the-art telecommunication systems and equipment at a high level of readiness for rapid response to natural disasters and other all-hazards mission assignments. These systems include, but are not limited to, High Frequency (HF); Line-Of-Site (LOS) Microwave; Satellite Communications; Ultra-High Frequency (UHF); Very High Frequency (VHF); Trucking and conventional radios; analog; cellphone/mobile and digital video systems. The department/unit provides Alerts and Warning coordination across State, Local, and Tribal partners with ongoing training and education. Maintaining a solid strong database for the State Emergency Operations Center to notify State, County and Tribal leadership in emergencies or disasters. Our agency will also assist with the agency's PACE planning and keeping staff up to date on cell phones, mifi / wifi, and other communications technology.

This position provides a critical and timely support for communications in the event of an emergency or disaster with a variety of telecommunication support services to DHSEM, State, Local, Tribal and Federal emergency response personnel at special events and emergency/disaster field operations. This position is responsible for assisting in the maintenance of state-of-the-art telecommunication systems and equipment at a high level of readiness for rapid response to natural disasters and other all-hazards mission assignments. How does it get done?
This position will assist with making decisions concerning emergency notification requirements and systems which will affect DHSEM staff, statewide partners, as well as EOC response personnel using the emergency notification resources. It will assist with the testing of new products, training of staff and statewide stakeholders. The position also is responsible for maintaining the emergency communications cache in an operational state at all times and routine testing equipment by demonstrated knowledge of the concepts, principles, procedures and techniques required to develop, install, integrate, operate, evaluate and maintain voice, data and video telecommunications systems, circuits using wide/narrow band trunked radio systems and their associated peripheral equipment (computers, adaptive bandwidth multiplexers, modems, and fiber optic transmission systems.
Who are the customers?
This position is in direct support of the State Emergency Operations Center, supporting communications of many types from locals, tribal and federal partners. The EOC must maintain communications with all public safety partners during emergencies or disasters through different communication systems. Alerts and Warnings are maintained by this department, and it established to assist locals, and tribal for mass notification in emergency and disaster situations.
Ideal Candidate
Candidate must have an understanding of two-way radio communications on analog radio and digital radio, both in the field and in a command center as well as cellular technology systems. Skills are not limited to setting up and tearing down radio communications, computer networks, and troubleshooting equipment during and emergency or disaster and working with cellular industry partners. Messaging for Alerts and Warnings must have the skill to assist locals and tribal partners with scripting effective messaging. Training and education with locals, and tribal partners on radio communications, Alerts and Warnings and Computer emergency information platforms.
Minimum Qualification
Bachelor's degree in Geographic Information Systems, Geography, Planning, Geology, Cartography, Urban Studies, Landscape Architecture, Civil Engineering, or Computer Science and two (2) years of experience in geospatial data management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or re-strictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching and walking. Situations may warrant work in disaster field office(s) or a mobile operations center. Voluntarily carry department issued Smart phone for official use without compensation.
