Description of Job
Work Unit:
This unit exists to perform accurate, timely and legally defensible chemical, microbiological and instrumental analysis of samples taken by the Department's inspectors. These samples include livestock feed, pet food, fertilizers, composts, meat, eggs, surface and groundwater, vegetation, including cannabis and soil. The samples are analyzed for a variety of constituents including, but not limited to vitamins, antibiotics, drugs, additives, protein, minerals, metals, nutrients, inorganics, anions, biological organisms, pesticide residues and formulations.
Purpose of Position:
This position oversees all aspects of the laboratory operations for the Biochem Laboratory, including managing staff, execution of effective staff training, ensuring staff competency and proficiency, adherence to safety and quality standards, budgeting, contract management and resource allocation. In addition, this position is responsible for the supervision of the laboratory staff and all personnel actions related to but not limited to, performance planning and annual/periodic reviews, position description (PD) revisions, recommendations for promotions and hiring, and corrective and disciplinary actions. This position promotes and oversees improvements, updates, new training initiatives and modifications to existing methods and procedures through method validation or method verification studies and reviews associated Standard Operating Procedures (SOPs). Position identifies, promotes and oversees development of new testing methods and procedures for new equipment or technologies through method development, testing and validation and implements and monitors quality control processes and ensures compliance with relevant regulatory and ISO 17025:2017 accreditation requirements. The position performs annual management reviews of the entire laboratory Quality Management System. This position provides management quality reviews and final approval of data packages, method validation and verification packets, sample results, final laboratory analytical reports and research reports, completes grant applications and reports to ensure grant requirements are met.. The position is also responsible for outreach and developing and arranging inter-agency agreements with federal, state, and local partners. The position also promotes the laboratory, Division, and Department through outreach efforts with the community, other state agencies, other states, federal programs, and national and international professional associations.

- Supervises the laboratory work unit staff.
- Reviews and approves electronic timesheets, leave requests, provides supervisory review and approval of position descriptions (PDs),
- Individual Performance Agreements, requests for outside employment, work schedules and other personnel forms requiring supervisor signatory approval.
- Monitors and assesses employee performance and performs interim and annual performance appraisals.
- Advances a positive work environment and recognizes achievements of staff.
- When necessary and appropriate, the position prepares Performance Improvement Plans, Corrective Actions, and Letters of Reprimand according to progressive discipline guidelines to address employee performance problems.
- Ensures that the BCL laboratory is adequately staffed commensurate with customer requirements and anticipated sample workloads.
- Recommends staff hiring, promotion, demotion, suspension and termination actions to the Division Director and completes the documentation associated with each action.
- Identifies and recommends personnel to serve on oral boards and interview panels as part of the laboratory employee candidate selection and hiring process.
- Participates in Division Management Meetings and represents the Biochemistry Laboratory in matters involving sample analysis and testing.
- Holds meetings with laboratory Unit Supervisors, Work Leaders, the Quality Assurance Unit and subordinate staff to set goals, implement plans, monitor progress and plan upcoming and future activities.
- Holds monthly meetings with all Biochemistry laboratory staff to present relevant information on laboratory, Division, and/or Department activities and developments. These activities will be performed on a weekly basis.
Duty: Budgeting and Financial Activities
- Plans, tracks, allocates, and directly manages the laboratory's operating budget, manages contracts, completes and approves credit card monthly reconciliation reports.
- Develops, plans, allocates, and executes the budgets for grant programs and inter-agency cooperative agreements.
- Frequently monitors expenditures and confers with higher management on funding and spending to achieve Division and Departmental goals and objectives.
Duty: Planning and Organizational Activities
- Anticipates laboratory needs related to staffing, supplies, equipment, training and analytical instrumentation, and prepares summaries and budget proposals for Division management review.
- Contributes to the planning and content of Division-wide initiatives and meetings.
- Seeks external funding opportunities which align with Division and Department goals.
- Attends conferences, seminars, training courses, and participates in industry forums with the approval of Division Management.
- The position regularly consults with peers, colleagues, and other regulatory laboratories and serves on panels and committees to stay current with trending regulatory analytical laboratory issues.
Duty: Quality Assurance, Quality Control and Accreditation Activities:
- Responsible for maintaining overall laboratory data quality and accreditation status through adherence to all requirements, completes required accreditation annual management review, works with Deputy Division director as needed to address quality issues immediately and completes thorough assessments of potential impacts.
- Meets frequently with QA staff from BCL Unit and DLS Division Management to review status of the BCL quality system.
- Monitors and directs staff training and competence and promotes staff training and skill development.
- Balances and implements realistic data quality measures in line with actual customer needs.
- Consults with peers, colleagues, and other regulatory laboratories to stay current with industry and analytical laboratory data quality standards.
