JOB SUMMARY
Plan, organizes, directs and administers the functions assigned to the Chief Financial Officer (CFO) Department under the direction of the Grays Harbor County Administrator. Oversees the daily functions of the Budget Office, HR, Risk, Public Records, Central Services/IT, GIS, Facilities, and WSU Extension. Develops and implements strategies, policies, procedures and practices to provide efficient and effective services in finance, budget, human resources, risk management, IT, facilities, and WSU extension. Standardize and update processes, tools and resources under the CFO Department. Consolidate and centralize internal services, including procurement, contracts, grants, projects, HR, payroll, and travel. Responsible for the management of all functions operating within budgetary limitations; executes work programs adopted by the Board and the County Administrator, and is responsible for achieving strategic, production and quality goals. Works collaboratively and closely with the elected offices of the Auditor and Treasurer and their staff. Performs substantial liaison work with local, state and federal agencies, other County officials, private contractors, consultants, and the general public.
Essential Duties
ESSENTIAL DUTIES
*Directs CFO Department operations to achieve goals within budgeted funds and available personnel by managing all operations and activities; plans and organizes workloads and staff assignments, directs changes in priorities and schedules as needed to ensure work is completed in a safe, efficient and timely manner.
*Oversees and directs the design and maintenance of processes, tools and resources in centralizing, consolidating and standardizing management of procurement, contracts, grants, projects, HR, payroll, and travel.
*Provides managerial leadership and directs the selection, supervision and evaluation of staff. Conducts or oversees 360O performance evaluations, planning and initiating strategies for performance, staff training, administering disciplinary measures and resolving grievances and complaints.
*Establishes policies, procedures, work rules, safety requirements, and performance standards to assure the efficient and effective operation of all CFO Department accountabilities by drafting documents in compliance with County standards and federal, state and local laws implementing and maintaining the same.
*Plans, prepares and administers the departmental budget. Monitors all fiscal operations of the department; prepares and administers the budget based on staffing and resource requirements, costs estimates, and County objectives and goals. Approves, monitors and documents expenditures assuring compliance with approved budget and staffing levels.
*Participates as a member of the Cabinet in providing technical assistance and advice to the County Administrator on various County and departmental issues.
*Oversees the preparation of the annual County Budget and presents to the Board of County Commissioners for approval. Serves as the editor and publisher of the County Budget Book.
*Directs and prepares grant and loan proposals and applications for project funding.
*Performs other related duties as assigned by the County Administrator.
KNOWLEDGE, SKILLS & ABILITIES:
*Knowledge of governmental organization, rules, regulations and process. Strong knowledge of finance, accounting and budgeting services, methodologies, and technologies and knowledge of relevant laws and regulatory agency requirements including local, state and federal laws, rules and regulations.
*Deep understanding of government audit practices, including financial, accountability and operational audits.
*Thorough knowledge of modern principles and practices of management and supervision.
*Skilled in servant leadership in supporting the staff and serving the community with a servant's heart.
*Knowledge of principles and practices of governmental fiscal management, including budget preparation, expenditure control, grant writing and record keeping.
*Ability to plan, organize and oversee assigned work programs, including monitoring work schedules and evaluating the work of subordinates.
*Ability to develop department goals and objectives and to conduct and implement planning activities.
*Ability to analyze and evaluate operations and develop and implement corrective action to resolve problems.
*Ability to establish and maintain an effective and professional working relationships with County Officials, employees, local, state and federal agencies and the general public.
*Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations.
Qualifications
EDUCATION AND EXPERIENCE:
*Bachelor's Degree from accredited higher learning institution in Business Administration, Public Administration or related field;
*Ten (10) years of progressively responsible experience in financial management, budgeting or related field, including a minimum of five (5) years supervisory or leadership experience.
*MBA or MPA preferred
CERTIFICATIONS/LICENSES/REGISTRATIONS:
*A valid driver's license is required.
*CPFO or CPA preferred

WORKING CONDITIONS:
Work is performed approximately 90% in an office environment and approximately 10% performing site visits and/or attending meetings. Attendance at after-hours meetings is required.
