The Software Engineering team is looking for two Principal Software Engineers to join our Assessor and Treasury product team managing the processing of over $8 Billion annually. In this role, you will be involved in architecting, designing, developing, training and maintaining critical, high impact software solutions in a hybrid technology domain featuring Mainframe concepts within the Microsoft ecosystem. You will primarily develop, maintain, and train on solutions supporting the Department of Assessments and Treasury with tax collection in addition to having opportunities to serve a variety of business functions across multiple departments and agencies. You will also provide thought leadership, standards, and best practices while serving as a technical development leader, advisor and mentor.

This role requires a strong collaborative team player with extensive troubleshooting skills and a great attitude with an abundance of curiosity. You should have strong Microsoft based technology (ie: C#, TFS, Azure DevOps, Windows Script, SQL Server, etc.) experience in addition to legacy technologies such as COBOL, CICS, Natural and Adabas. You will also have a passion for improving software quality, performance, reliability and repeatability, stay current on emerging technologies and value customer service and the small details. Job Duties

  • Architect, design, develop and maintain enterprise web-based and batch applications using the Microsoft .NET platform with Visual Studio within the hybrid technology domain
  • Lead and contribute to interdisciplinary teams across multiple lines of business within the County's assessment to tax collection to collect process while meeting mandated deadlines
  • Develop information architecture and approve specifications across the enterprise solution; provide final review of products to ensure architectural consistency within the hybrid technology domain
  • Improve existing solutions in response to business needs including modernizing components, implementing legal updates, diagnosing, troubleshooting and fixing bugs with the Assessor and Treasury product
  • Independently lead and manage own tasks, oversee technical project management, and collaborate on projects and special assignments. Track time and update schedules according to KCIT business practices
  • Propose, lead and perform complex interface and data extract approaches, testing and validating models across the entire system stack.
  • Teach, mentor, and train other software engineers on the hybrid technology stack and business processes/requirements needed for daily, weekly, monthly and annual operations.
  • Partner and collaborate with engineering, product, and business stakeholders across the organization to design and develop solutions
  • Research, analyze, develop, test, migrate, and influence and contribute to the success in the next generation, cloud first, assess to collect product solution
  • Develop builds, pipelines, and releases in TFS and Azure DevOps
  • Develop and maintain documentation for applications and systems, use code comments, wikis, source control and work/bug tracking software to ensure that other developers can review the code and provide additional support
  • Be the final escalation point for AnT operational, processing and data quality issues
  • Participate in 24x7 after hours on call rotation
  • Other duties as assigned

Experience, Qualifications, Knowledge, Skills

  • 10+ years of professional experience working within the Microsoft development stack using several of the following technologies: Microsoft Visual Studio, C#, Microsoft ASP.NET MVC, Microsoft ASP.NET WebAPI, .Net Core, Microsoft Entity Framework, AJAX, HTML, JavaScript, React / Angular frameworks and CSS
  • Over 5 years of experience in enterprise .NET development; highly proficient in the Microsoft Enterprise Suite - C#, .NET, Visual Studio, Team Foundation Server, and Azure DevOps
  • 10+ years of proven experience with the following technologies: COBOL, CICS, Natural, VSAM, and JCL
  • 5+ years of proven experience with several of the following technologies: Adabas, PROCS, Websphere MQ
  • 5+ years of demonstrated experience with Microsoft SQL Server, SSIS, SSRS and Windows Batch scripting and concepts
  • Strong analytical and strategic skills; ability to synthesize complex information and influence decision makers turning strategy into action
  • Excellent communications and collaboration skills, including ability to write, articulate, and present concise technical docs and ideas targeting vendors, business partners and other technologists
  • An agile and DevOps mindset with a passion for software design and a talent for independently solving complex technical problems
  • Proven ability to successfully lead and influence large and complex projects and take ownership of the technology and quality to deliver on schedule
  • Customer-focused with a commitment to high quality end to end services through quality-first culture
Desirable Qualifications
  • Experience with one or more of the following technologies: InfoPrint, Mobius View, Solimar, Control-M, Xerox FreeFlow Design
  • Prior business domain experience in one or more of the following areas: treasury, accounting, assessments, property tax, finance, taxes, assess to collect
  • Demonstrated experience with cloud integrations and Microsoft Azure - App Service, Logic Apps, Service Bus, API Management, Functions
  • Experience in Microsoft Power Platforms, Dynamics 365, NoSQL and non-relational data storage designs and architecture
  • Prior experience in public sector and/or a desire to work in public service

The work associated with this position will be performed through a combination of onsite work and telecommuting. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is FLSA Exempt and is not eligible for overtime pay.
