Description:

The Tribal Police Chief is responsible for directing all the activities of the Snoqualmie Indian Tribes' Public Safety Departments, which include the Police, and Security. The Tribal Police Chief performs assigned administrative duties; patrols assigned areas; responds to calls for service or observed violations; enforces public safety laws, regulations, and ordinances; assists and directs the activities of subordinate officers and staff; performs special detail work as needed; and performs related responsibilities as required.

Essential Duties:
  • Plans, organizes, assigns, supervises, reviews, and evaluates the work of police officers and administrative support staff; recommends selection of staff; trains staff and provides for their professional development to maintain required police certifications; administers discipline as required.
  • Develops, maintains, updates and implements goals, objectives, policies, procedures, and work standards for the department; prepares and manages the department's budget; acts as a good steward of the Snoqualmie Tribe's public safety resources.
  • Direct and coordinates all day-to-day activities, administrative duties, and operations of the department to ensure quality customer service is provided consistently and effectively.
  • Maintains an on-call status and responds to all critical incidents that threaten the public safety, and which are out of the purview of the on-duty police officer.
  • Provides advice, oral and written reports, and recommendations to management and/or leadership. Make presentations/reports to the Deputy ED of Support Services regarding departmental activities, updates, and issues.
  • Initiate action and investigations of all citizen complaints. Reviews results of investigation and makes informed decisions concerning alleged misconduct, accident reports and grievances. Reviews and approves disposition of disciplinary hearings, criminal and administrative investigations.
  • Develops, implements, and supervises the training of new police officers, security officers, and departmental administrative staff.
  • Patrols all assigned areas; responds to calls for service or observed violations; enforces public safety laws, regulations, and ordinances; assists and directs the activities of subordinate officers and staff; performs special detail work as needed; and performs related responsibilities as required.
  • Is the subject area expert of state, tribal, and federal codes, policies, protocols, ordinances, statues, etc. To include the knowledge of Tribal customs, traditions, Constitution and By-Laws, and Tribal Ordinances in protecting the sovereignty and customs of the Snoqualmie Indian Tribe; and always uphold them.
  • Develop programs that will prevent criminal activities within the Tribe's jurisdiction.

Additional Duties:
  • Attend meetings as requested by the Deputy ED of Support Services and/or the Tribal Council including but not limited to Tribal Council Meetings, special meetings, work sessions, administration meetings.
  • Perform public relations duties as needed and/or requested. Maintain peace and order at public and/or tribal gatherings, meetings or in potential and/or real conflict situations.
  • The Tribe values its commitment to community service and the well-being of its members. In recognition of this, each employee may be expected to perform duties from time to time which may not be related to their regular responsibilities.

Requirements

  • Ability to effectively present information publicly.
  • Knowledge of state, tribal, and federal codes, policies, protocols, ordinances, statues, etc. To include the knowledge of Tribal customs, traditions, Constitution and By-Laws, and Tribal Ordinances in protecting the sovereignty and customs of the Snoqualmie Indian Tribe.
  • Knowledge and proficiency with MS Office Programs, Excel, Word, PowerPoint, M-files and Visio.
  • Ability to carry out all aspects of the position and analyze situations quickly and objectively to recognize actual and potential dangers and determine proper course of action.
  • Ability to cope with stressful situations firmly, tactfully, and with respect for individual citizen's rights.
  • Skills in conducting interviews and interrogations involving high levels of judgement and proficiency with use of minimum force. Ability to distinguish between relevant and irrelevant information obtained during questioning of suspect and witness.
  • Working knowledge of all phases of police work including principles and practices of modern crime prevention, investigation, criminal identification, apprehension, rules of evidence, traffic control and safety, care and custody of prisoners, and record keeping.
  • Sufficient physical skill to apprehend and detain suspects, expert level skills in using firearms, and other weapons, and ability to operate a vehicle at high speed.
  • Well-developed human relations skills to resolve conflict, conduct interviews and interrogations, work with disturbed or angry, or emotional individuals and groups, and cooperate with a work team.
  • Strong report writing skills to prepare and review reports.
  • Sound supervisory skills, modern police tactics, and general administrative procedures.

Education & Experience:

Education Required:
  • Bachelor's degree in criminal justice, Police Science, Public Administration, or other related fields.

Education Preferred:
  • Master's degree in criminal justice, Police Science, Public Administration, or other related fields.

Experience:
  • Must have at least (5) five years' experience in command or supervision in law enforcement, such as a Lieutenant, Commander, or Captain.
  • At least (3) three years of experience in police administration.
  • Experience in preparing budgets, managing within an authorized budget, assessing needs, and identifying available resources vital to the department; including the ability to understand and manage all Public Safety department grants and/or contracts.

Certifications/Licenses:
  • Successful completion of the United States Indian Country Police Officer Training Program (ICPOTP) or able to obtain the equivalent United States Indian Police Academy Bridge Program (BPOBTP) within the first year of hire.
  • Successful completion of the Washington State Criminal Justice Training Commission (WSCJTC) and/ or Basic Law Enforcement Academy, and state equivalent equivalency with ICPOTP certification within the first year of hire, or Bureau of Indian Affairs Federal Law Enforcement Training Center.
  • Must have and maintain a valid First aid, CPR, and firearms certification.
  • Must have a Washington State Peace Officer Credential.
  • Must have and possess a valid Washington State Driver's License, and a driving record free from serious or frequent traffic violations.

Other Requirements:
  • Must be able to pass an extensive criminal background check (SF86 Background check).
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.
  • Must pass the physical requirements of the state as well as the standard psychiatric test.
  • Must complete all other necessary training as required by the Deputy ED of Support Services and/or Tribal Council.

Work Environment:

Work is performed indoors, in vehicles and outdoors. It can be physically demanding, stressful, and dangerous. Officers must be alert and ready to react throughout their entire shift. Officers regularly work at crime and accident scenes and encounter suffering and the results of violence.

Tribal Preference:

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.

Additional Information
  • Salary, compensation will be determined based on experience and starts at $131,987.42 per year.
  • This position is a permanent full-time position and employment is at will.
