Job Summary: Responsible for all aspects of cost control, forecasting, risk & opportunity management and change management, Cost activities for large and mega EPFC Oil & Gas Projects (Engineering-Procurement-Fabrication-Construction) which are executed under the modalities of Lump Sum-Provisional Sums and Reimbursable Cost Plus Contracts either independently or combined.
Maintains Project budget, commitments, expenditures, and forecasts. Timely informs Procurement and Subcontracts of the budgets for individual Material Requisitions and Subcontracts. Performs cost forecasting, cost analysis and cost trending to allow Project Management to know at the earliest opportunity any significant potential cost issues to enable mitigation decisions. Produces summary and detailed weekly and monthly Cost reports for EPFC Project Directorate for McDermott and to client. Performs the cost portion of the Change Management process and tools and uses knowledge of the financial and project control systems of McDermott to incorporate the impact of those changes into the systems, and various reports presented to management. Interfaces with Engineering disciplines, procurement and construction leads and managers of the projects to identify elements that may impact the forecast cost of the project in order to make early alert to management so that corrective actions can be taken. Be responsible for development of project controls procedures & tools and organizing key performance data that can be used for Future projects. Prepares weekly, monthly reports for Client and for internal management and corporate reviews.
Ensures strict compliance to McDermott's ethics guidelines. Maintains budgets and the chart of accounts up to date; distributes and explains chart of accounts to the budget managers. Ensures that the budgets are controlled before the cost commitments are made and the commitments are tracked once they are made. Participates in procurement and subcontract evaluations to ensure cost, cash-flow, warranties/guarantees and schedule requirements are adequately addressed. Assists the management in making "make or buy" and "subcontract or do it yourself" decisions. Participates and contributes with project close out efforts and ensures that the costs are being continuously collected in such a manner that feedback to estimating is possible at any given point of time and final. Coordinates monthly budget reviews with various functional leads and package managers, assists in performing Cost analysis and forecast updates. Assists in preparation of Risk and Opportunity register. Assists in preparation of monthly milestone billings. Assists in ensuring costs and schedule are in sync. Assists in evaluation of cost impact for internal and external variations to the Project.
MINIMUM REQUIREMENTS Bachelor's degree in Engineering, Business Finance/Cost, Information Technology, or related field, plus 15 total years of experience in cost control of EPC construction projects, or in any occupation in which the required experience was gained.
5 years of experience in cost control of Multi-Billion dollar LNG EPC construction projects; 5 years of experience with J.D. Edwards, Progress and cost measurement software, Kronos or similar, Unify procedures or similar; and 5 years of experience with provisional-Lumpsum-Reimbursable contracts, EPC Progress Measurement and reporting, EPC risk management and use of Montecarlo simulation to derive Contingency on project, Client Cost reporting and relationship management required. 10% international travel required.
