What You Will Do

The Subcontract Technical Representative (STR) 1, is responsible to perform the following duties: Management and support of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services Division policies and procedures. Oversees and monitors performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements. Provides support to more experienced Sub-Contract Technical Representatives and Managers of Subcontract Construction, in collecting and recording of contractor reports for the Laboratory.

The STR is the point of contact for all technical aspects of the subcontract for moderate or high-hazard work and is responsible for Technical Oversight of a subcontractor's performance under a subcontract. The STR's technical oversight includes oversight of the subcontractor's performance in relation to the safety, security, and quality requirements set forth in the subcontract. The STR is not authorized to make any commitments on behalf of LANL or changes to the terms and conditions of a subcontract. STR actions ensure subcontractor adherence to the subcontract, assist in preventing subcontractor failure, reduce project related misdirection, prevent multiple lines of communication, provide appropriate guidance to preclude subcontractor rework and reduce compliance risk. They are the primary point of contact for contractor's (LANL's) project manager. They are to develop working relationships with the project manager and their team to support successful execution of the contract.

What You Need

Minimum Job Requirements

  • Entry level experience in the formation and administration of construction, or similar type, subcontracts employing the several steps of subcontract development and execution, including: bidder pre-qualification, development of requests for proposals, definition of subcontract scope, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of subcontractors, change order management and evaluation, back charge procedures, resolution of claims and disputes, commissioning, testing, close-out, and other such related steps.
  • Relevant work experience in construction (or similar discipline) as a foreman, field engineer, contract administrator, procurement technician, or craft.
  • Basic knowledge of multi-tiered organizational structures engaged in the execution of construction, manufacturing, and/or similar type efforts.
  • Ability to assist with ensuring that training is up to date for subcontractors and STR's, including monitoring of training notices and maintaining site specific training matrices.
  • Basic knowledge of subcontract policies and procedures outside and/or inside LANL and the manner by which these are flowed down by an Owner or Contractor to Subcontractors and Subcontractor sub-tiers.
  • Ability to understand and comply with government regulations affecting maintenance and site services subcontract management or equivalent knowledge related to private sector subcontracts.
  • Good communication skills, verbal, and written, including preparation and presentation of oral and written reports.
  • Basic knowledge of LANL Safety Observation
  • Ability to research, assemble and or evaluate information or data regarding industry practices or applicable regulatory changes affecting subcontract polices or programs; able to recommend sound, practical solutions to complex issues.
  • Ability to work as a member of a team and the ability to set and execute performance goals and participate with more experienced STRs and MSC's in personal career development and requisite training.


Education

Position requires a Bachelor's Degree in an Engineering, Construction, Contracts Law, Environmental Sciences, or other applicable discipline from an accredited institution and 2 years directly related experience in engineering/construction field engaged in some fashion with subcontracted execution, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or an equivalent combination of education and experience directly related to the occupation to include specialized courses in contract management.

Desired Skills:

  • Experience in one or more subcontracted construction related phases or roles, including design, procurement, supervision, environmental controls, quality assurance, safety, project controls, or waste management as related to Subcontracted Construction Execution through multiple phases of Construction Projects from Preconstruction through Closeout.
  • Familiarity with Standard Work Process Procedures at LANL, DOE Complex facilities, or other full-time 24/7 multi-system operational facilities such as office buildings, universities, facilities, parking structures, cafeterias and similar. Work Process Procedures include, but are not limited to, outages, permitting, testing and inspections.
  • Basic understanding of the roles and responsibilities within the TRIAD construction management division, or similar organizations, as applied to work within LANL Technical Areas and Facilities.
  • Familiarity with NQA-1 compliant subcontract execution.
  • Familiarity with system and or component functional testing and acceptance through commissioning, or similar processes.
  • Ability to oversee diverse multi-disciplined projects simultaneously.
  • Entry level understanding of project planning, scheduling, and control of costs, and the manner in which tools from these disciplines are used.

Work Environment:

Location: This position will be physically located in Los Alamos, NM USA.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

STRs must possess a willingness and ability to work flexible schedules. Work assignments may require evening, night shift and shifts outside the normal workday of 7:00 AM-5:30 PM for substantial and indefinite periods.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances.
