Posting Summary

Rutgers, The State University of New Jersey is seeking an Institutional Compliance Officer - Research (RCO) for University Ethics and Compliance. Reporting to the Director of Institutional Compliance, the RCO will lead and oversee the institutional compliance program for research within University Ethics and Compliance (UEC). The RCO is responsible for implementing, administering, and continuously monitoring the university's research compliance program to ensure adherence to all applicable federal, state laws, regulations and institutional policies.

Key Responsibilities Include:
  • Program Oversight & Implementation: Develop, implement, and manage the university's institutional research compliance program, ensuring alignment with applicable laws, regulations, and best practices. Support university-wide compliance initiatives as needed.
  • Monitoring & Evaluation: Conduct periodic assessments of research compliance programs, identify areas for improvement, and recommend improvements to strengthen the university's compliance framework.
  • Investigations & Enforcement: Serve as the subject matter expert for research-related investigations, participate in complex compliance investigations, and assist in making investigative final determinations.
  • Risk Management & Mitigation: Identify and assess compliance risks related to research activities, develop innovative risk mitigation strategies, and collaborate with key stakeholders to implement solutions that enhance regulatory adherence.
  • Policy & Procedure Development: Provide guidance on the development, revision, and implementation of policies and procedures that impact research compliance, ensuring clarity and alignment with legal and regulatory requirements.
  • Training & Awareness: Design and deliver targeted training programs to educate university community on research compliance requirements, ethical research practices, and institutional policies.
  • Collaboration & Advisory Role: Work closely with university leadership, research administrators, legal counsel, and other departments to ensure research compliance measures are seamlessly integrated into operational processes and strategic initiatives.
  • Stakeholder Support: Serve as the primary point of contact for faculty, staff, and students seeking guidance on research compliance matters, providing expert advice and support as needed.
  • Regulatory Reporting: Oversee regulatory reporting to the Department of Education, National Science Foundation and the State of New Jersey.

The ideal candidate is highly organized, an analytical thinker, and a strong problem-solver with the ability to interpret and apply complex regulations. They should excel at breaking down complicated information into clear, simple terms and have strong interpersonal skills to collaborate effectively with faculty, staff, and students. Additionally, they should demonstrate expertise in fostering a culture of integrity and ethical research practices across the institution.

Qualifications

Minimum Education and Experience
  • Bachelor's Degree in higher education or relevant field of research.
  • Five (5) years of experience working in academic or clinical healthcare research administration.


Certifications/Licenses
  • Certificate in Healthcare Research Compliance (CHRC) obtained and maintained.


Required Knowledge, Skills, and Abilities
  • Proficient knowledge of research-related laws, regulations and standards.
  • In-depth knowledge of research administration best practices.
  • Familiarity with clinical trial rules and regulations.
  • Experience with Section 117 reporting, NSF Foreign Financial Disclosure Reports, and New Jersey Foreign State Gift Reporting, ensuring compliance with federal and state regulations on foreign gifts, contracts, and disclosures.
  • Demonstrated leadership skills; and ability to effectively organize, plan, and manage engagements.
  • Strong analytical and problem-solving abilities.
  • Excellent oral and written communication skills and auditing skills.
  • Ability to assemble education materials and conduct training sessions.
  • Experience drafting policies and procedures, creating work-programs.
  • Understanding of the Seven Elements of an Effective Compliance Program.
  • Experience with monitoring/auditing engagements.


Preferred Qualifications
  • Master's Degree, healthcare provider credentials, JD, MBA, MD, or RN.
  • Demonstrated experience with various areas of Research Compliance, for example: animal research human subject research, time and effort reporting, HIPAA (relating to clinical research), clinical research billing, grants management including cost transfers, recharge centers, Al33 reporting, conflicts of interest, laboratory safety including biohazards, biological and chemical agents, technology transfer, and export controls.
  • Desire and ability to explore, learn, and tackle challenges.
  • Eager to research and experienced in researching rules, regulations, and standards.
  • Experience conducting compliance investigations.
