About the Position
The Program and Project Controls Manager plays a pivotal leadership role in overseeing comprehensive controls across all elements of major airport redevelopment programs. Responsible for driving performance across multiple functional areas, this individual ensures program-wide alignment in budget, cost, schedule, change, risk, estimating, procurement support, contract administration, PMIS, and reporting processes. This position supports the development and implementation of consistent protocols that meet the expectations of the Authority and integrates best-in-class controls strategies tailored to the aviation environment.
This is a long-term, full-time, hybrid (2-3 days/week on-site) located in Queens, NY.

The salary range listed for this role is $166k-$205k/yr ($80-$100/hr.) The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.

Responsibilities
- Budget and Cost Control: Maintain and validate budgets, forecasts, and cash flow. Monitor variances, provide cost analysis, and support federal funding documentation (e.g., PFC applications).
- Scheduling: Develop and maintain integrated master and project-level schedules using Primavera P6. Perform critical path analysis and recommend corrective actions for delays.
- Estimating: Oversee independent cost estimates, validate contractor submissions, and support reconciliations during change and procurement events.
- Change Management: Evaluate, track, and document scope changes, assess cost and schedule impact, and support claim resolution with Authority oversight.
- Procurement Support: Assist in procurement planning, contract evaluations, bid comparisons, and coordination with PANYNJ procurement/legal staff
- Contracts: Track contract execution, funding alignment, performance, invoicing, and change documentation in collaboration with the PMO and Contracts Unit.
- Risk Management: Maintain risk registers and conduct quantitative analysis using tools such as @Risk and Deltek Acumen.
- Document Control & PMIS: Administer Livelink, SharePoint, and all Document and Records management platforms; enforce Authority document standards and file structures
- Reporting & KPIs: Prepare monthly performance reports and dashboards that include earned value metrics, milestone tracking, and stakeholder communication deliverables.
- PMO Liaison: Act as the primary interface with the Authority's PMO team to align tools, policies, and reporting protocols across projects.
- Technology Integration: Ensure coordination of program controls systems with PANYNJ enterprise platforms such as ICMS, SAP, VIM, and BIM environments (e.g., Revit, Navisworks, Civil 3D).

Minimum Qualifications
- Bachelor's degree in Engineering, Construction Management, Finance, or related field, or equivalent combination of education and experience.
- 10+ years' experience managing controls for large-scale capital programs (>$500M), preferably in aviation or transportation infrastructure.
- Demonstrated experience with federal funding programs and compliance documentation.
- Proven ability to manage a multidisciplinary team of schedulers, cost analysts, estimators, and document controllers.
- Advanced proficiency in Primavera P6, EcoSys, Prism, Deltek Acumen, and @Risk.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.)
Preferred Qualifications
- Hands-on knowledge of PANYNJ systems such as SAP, ICMS, and VIM.
- Prior experience working directly with PANYNJ or similar tri-state agencies (e.g., MTA, NJTA, NYCDOT).
