Job Responsibilities

The State Treasurer's Office promotes a culture that is a fast-paced environment that supports high performance, exceptional work product, accountability and collaboration. This position serves as Deputy General Counsel within the agency and fosters a legal environment that actively supports our culture and mission.

  • Mitigate risks by performing agency-wide legal research and related legal work product, including far-ranging legal work, relating to investment management, treasury services, banking, state debt issuances, unclaimed property matters, ABLE savings programs, and college savings "529" programs.
  • Performs legal research, analysis of applicable laws and regulations, application of the facts to the law and provides general legal advice to State Treasurer's Office staff.
  • Assists STO staff with sourcing, procurement, contract negotiating, contract drafting and renewals, contract administration, RFP's and all related matters.
  • Assists with legal activities relating to other Boards and agencies for which the State Treasurer is affiliated, such as the State Fiscal Accountability Authority, SC State Education Assistance Authority, Board of Financial Institutions, and Aid to Subdivisions, among others.
  • Monitors legislative developments on both a state and national level, drafts and comments on proposed legislation, briefs senior STO staff on high-level legal developments and matters both within the State of South Carolina and the Nation at large.
  • Based on evidence and experience, provides impactful guidance to the State Treasurer and Chief of Staff and assists in special projects.

Minimum and Additional Requirements

A juris doctorate degree or its equivalent from an accredited law school. Must be a member in good standing with the South Carolina Bar. Must have at least seven years of full-time experience as a practicing attorney.

Knowledge of the laws of the state of South Carolina. Ability to analyze facts, evidence and legal instruments. Ability to express conclusions and arguments clearly and logically. Ability to plan and direct a staff in legal activities. Must have strong research skills, contract experience and verbal and written communication skills. This position may require frequent travel.

Incumbent frequently moves documents, office equipment, etc. weighing up to 20 lbs. The incumbent moves about inside and outside the office for prolonged or intermittent periods of time. The position requires the ability to constantly position and reposition self to perform administrative duties including desk work and operating general office equipment.

Must be sensitive to the completion of tasks and meeting deadlines. Utilizes discretion and sound judgment at all times.
Preferred Qualifications

Legal experience in securities, banking, finance, and investment law is preferred. Undergraduate degree in accounting and/or certification as a CPA is preferred.
