Summary of the Position:
The Health Safety Net Office resides within the Office of Medicaid (or MassHealth) under the Executive Office of Health and Human Service. The Director of Safety Net Programs oversees the Health Safety Net (HSN) as well as the MassHealth Limited Benefit and Children's Medical Security Plan (CMSP). HSN, MassHealth Limited, and CMSP are a core part of MassHealth and provide reimbursement to eligible providers servicing eligible recipients.
The Deputy Director, Safety Net Programs contributes to policy development, implementation, management and analysis related to the Health Safety Net (HSN), a trust fund that pays for health care provided to low-income patients.
The Office performs many critical functions for the agency, including:
Overseeing programs that provide safety net medical and dental coverage to over 1 million individuals across the Commonwealth
Managing an HSN budget of almost $400 million
Making HSN payments to providers
Developing and implementing regulations
Processing claims and ensuring coordination with MassHealth systems
Providing customer service to recipients and providers
Data analysis and reporting
Overseeing vendor contracts
Overseeing various program integrity initiatives
Communicating and coordinating with other MassHealth units, other state agencies, health care providers, legislators, advocates, and other stakeholders.
The Deputy Director will assist the Director with the development and implementation of HSN, MassHealth Limited, and CMSP policies and procedures as they relate to regulations, systems, and payments.
The Deputy Director position will assist on strategic initiatives involving policy development, implementation of new payment and eligibility systems, development and adoption of new procedures, and business process improvement initiatives. In addition, the Deputy Director will assist the Director with the day-day management of the HSN Operations unit which services the Health Safety Net.
Duties and Responsibilities (these duties are a general summary and not all inclusive) :
1) Assist with HSN Operations, Finance and Policy development:
Ensure policy requirements are being fully implemented, including
but not limited to, HSN regulations, HSN reporting, state budget,
statutory language, and reporting requirements
Assist with policy development and implementation procedures to ensure the HSN is
financially sustainable
Provide direction on reforming payment methodology or processes
Assist with HSN stakeholder engagement (hospitals, community
health centers, etc.), including an overview of new policies and resolution
of issues related to billing and payments
Focus on strategic initiatives such as payment system implementation upgrades, eligibility policy development, regulation development, and other projects as needed.
Manage HSN Operations unit which includes overseeing Safety Net help desk, manual claims payments, Medical Hardship application and payments, claim waiver requests and supporting analytic work.
2) Assist with Children's Medical Security Plan and MassHealth Limited:
Operations, Finance and Policy under HSN:
Ensure policy requirements are being fully implemented, including
but not limited to regulations, reporting, state budget, statutory
language, and reporting requirements
Provide support for various stakeholders to ensure policies and
procedures are being followed and that all issues related to billing
and payment are appropriately identified, assessed, and addressed.
Assist with issues that arise with CMSP or Limited including coordinating
with MassHealth program teams, systems, finance, and legal
Assist with strategic initiatives as needed.
3) Provide support for high-level MassHealth priority areas:
Assist with management of other projects and initiatives, as assigned
by the supervisor
Coordinate and collaborate with other MassHealth units as needed
Required Qualifications :

Ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions.

Preferred Qualifications :
A broad knowledge of health care payment systems, health care delivery systems, and health care coverage options available under Massachusetts law and under the Affordable Care Act
Strong, demonstrated management and leadership skills, and significant management experience in health care or other human services field.
Experience with project management
Knowledge of change management.
Ability to plan, prioritize and delegate tasks, and to utilize staff members to accomplish assigned work objectives
Ability to solve complex problems
Sound judgment, analytical skills, and creativity.
Excellent communication skills.
Strong computer and data analysis skills.
Ability to prioritize, balance multiple assignments and adjust to changing circumstances.
Ability to manage relationships in a work environment.
Ability to act independently and work collaboratively.
Experience in budget development and management, project management and labor relations.
Ability to manage multiple projects simultaneously and to respond to changes in priorities in a flexible manner
Ability to plan, prioritize and delegate tasks, and to utilize staff members to accomplish assigned work objectives.
Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
Knowledge of the organization of state government.
Knowledge of the types and uses of agency forms, documents and reports.
Knowledge of database programs used in analyzing Agency data, including SQL, Tableau.

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
