Overview:
Under general supervision, the individual will participate in a variety of major department projects such as the comprehensive business plan, annual budget development, variance analysis reporting, contract oversight, performance indicators reporting, National Transit Database (NTD) reporting, contract invoicing, and special projects as assigned.
Financial Analyst - This is an exempt position in Salary Grade 195: Min $86,328 - Mid $103,593 - Max $120,859 annually. The starting salary will be within this range based on qualifications.
Financial Analyst, Associate - This is a non-exempt position in Salary Grade 185: Min $37.65 - Mid $45.17 - Max $52.70 hourly. The starting salary will be within this range based on qualifications.

Qualifications
Financial Analyst - Any combination of education and experience equivalent to a bachelor's degree in business, finance, accounting, mathematics, statistics, economics, or related fields with a minimum of two years financial analysis experience. Experience should include areas such as: budgeting, forecasting, developing/working with financial models. Must be detailed oriented, have strong analytical and organizational skills, and have the ability to multi-task.
Financial Analyst, Associate - Bachelor's degree in business, finance, accounting, mathematics, statistics, economics, or related discipline. Related experience preferred.

- Collects, compiles, and analyzes financial data for both short- and long-range planning for the development of a specific OCTA program(s) within the Comprehensive Business Plan.
- Monitors budget-to-actual activity for assigned divisions. Analyzes and reports on budget variances.
- Oversee the development of the annual budget for one or more of OCTA's division(s). Analyzes budget entries and makes budget recommendations based on viability and feasibility of line-items. Provides budget support to OCTA management and staff. Functions as a liaison between division and staff including resolution of any system issues.
- Oversee assigned operational and/or capital contracts. These activities include detailed tracking and adherence of contract budget authority, actuals, burn rate, amendments, and performance metrics identified within contracts. Reports on any potential contract related issues.
- Completes special projects as assigned.
- Utilizes intermediate Microsoft Excel skills: pivot tables, lookup functions, nested sum if statements, macros, etc.
- Demonstrated proficiency in Microsoft Office tools.
Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.
- Performs analytical assignments in support of Finance operations' functions in the areas of computer modeling, database management, business improvement process, monthly and/or quarterly reporting of performance indicators and NTD.
- Completes cost-benefit and sensitivity analysis models.
